1. Equitable Transit Oriented Development

  • Staff presented a review of the BRT planning timeline, summarizing work before Raleigh was designated as project sponsor, and including the Equitable Transit Oriented Development Guidebook (adopted 2021) developed by the City after becoming project sponsor for BRT implementation. The presentation will focus on how programs of Equitable Transit Oriented Development are working together in the New Bern Avenue BRT corridor, including an inventory of neighborhood support programs and information about recent development patterns and alternatives.
  • Councilors asked lots of questions about metrics.
  • What staff failed to explain was that after the first Baldwin council was elected in 2019, actual incentives for robust affordable housing in the TOD were abandoned, essentially because Baldwin’s campaign contributors didn’t want them.

Evening Public Comment Session

  • Public comments focused on parades, affordable housing, crime and public safety, and sustainability in building practices.
  • There were a number of speakers who raised concerns about the situation in the Middle East.
