HIGHLIGHTS

  • Councilor Lambert-Melton was absent and excused from the afternoon session.
  • Unanimously approved the necessary steps to place the Affordable Housing Bond and Transportation Bond Referendum on the November 2026 ballot, authorizing $101,500,000 in Affordable Housing Bonds and $101,500,000 in Transportation Bonds. Set a public hearing on the bond order at the May 19, 2026 meeting.
  • Neighborhood Traffic Management — City Council authorized beginning construction for the 2025 Project List, beginning engagement and design work for the 2026 Project List, and agreed to discuss recommended policy changes in the Transit and Transportation Committee on 5/28.
  • Comprehensive Plan Update – Reflecting Raleigh – Civic Assembly Recommendations — Assembly members prioritized making sure existing Raleigh residents can still afford to live in Raleigh as well as prioritizing environmental concerns. Council directed staff to include recommendations in the development of the Next Comprehensive Plan.
  • Staff reported progress on positioning the former site of the Department of Motor Vehicles Headquarters on New Bern Avenue for a model transit-oriented development along North Carolina’s first Bus Rapid Transit (BRT) corridor. 
  • Transportation & Transit Committee will meet on 5/28 discuss to discuss recommended policy changes to the Neighborhood Traffic Management Policy. No other Council committee meetings are scheduled.
  • Councilor Patton motioned for an addition to the UDO to help facilitate childcare for Raleigh residents. The motion passed unanimously.
  • Councilor Jones expressed concerns about employee morale and turnover and motioned for an employee satisfaction survey. City Manager said study is already planned. Councilor Jones will hold her book club meeting on May 9 at 9:30am at New World Cafe. Her District E Community Meeting will be May 13 from 6-8pm at La Cucina Italian restaurant.
  • Mayor Pro Tem Harrison seconded the importance of helping facilitate childcare. The District D (DDNA) Neighborhood Alliance meeting will be held on 5/16 at 9:30am at the Crowder Center.
  • Rezoning Z-38-25: Trailwood Drive, south of the intersection of Trailwood Drive and Avent Ferry Road (District D upon annexation)  — voted 6 to 2 to deny
  • Rezoning Z-52-25: 3470 Blue Ridge Road, 170 ft west of the intersection of Blue Ridge Road and Morningside Drive (District E) — unanimously approved
  • Rezoning Z-01-26: 307 W Martin Street, 311 Commerce Place, & 322 W Davie Street (District C) — deferred until June at applicant’s request to submit revised conditions
