  • Text Change Committee did not have a quorum at the last meeting. All agenda items were postponed until the next meeting on June 10. 

Old Business
Rezoning Z-70-22, Glenwood Ave. and Lake Anne Drive, 8265 Winchester Drive.
The developer submitted unsigned conditions. (Technically submitted on time, but Monday was a holiday, and the offices were closed.)


The public and developer were previously heard, and the HOA was in agreement. 

Action: The PC approved 5-3 with the caveat that the hearing be set after receiving signed conditions. 

New Business
Rezoning Z-52-24. 1600, 1604, 1610 Tryon Road.
The request is going from R-4 / R-10 / SRPOD to RX-4-CU/SPROD (Special Residential Protection Overlay District.)


It will go from a maximum of 290 to a maximum of 600 units with the addition of 4000 sq. Ft. of retail space.


It is not walkable, not bikeable, No sidewalks, but it has a high transportation score.


The developer (Dominion) will build 370 units at 60% AMI; a maximum of 300 townhomes, not in conditions.


No public speakers in favor; several were against (only wanting certain conditions included) – inclusion of Carolina Pines as a historic site, additional buffer against existing homes, and allowing for cross access to Tryon Road.


Several commissioners commented that adding more affordable homes in an area that already has a significant population of affordable homes is inconsistent with policy; the developer responded that the policy only applies if AH is subsidized. This development will not be subsidized since building AH is what Dominion specializes in. 

Decision: The rezoning was held to allow further refinement of conditions. The committee unanimously agreed to hold the case until the June meeting.
