  • Annexation and Rezoning Z-44-25: Jones Ridge Trail, north of the intersection of Louisburg Road and Lillie Liles Road (District B upon annexation) – Unanimously approved deferral to July 7th meeting at applicant’s request to add conditions suggested by Councilor Patton regarding offering a contribution to the Fire Department and planting additional trees.
  • Rezoning Z-48-25: 810 Blue Ridge Road and 4220 & 4401 Lake Boone Trail, at the intersection of Blue Ridge Road and Lake Boone Trail (District E) – Unanimously approved
  • Rezoning Z-3-26: 617 West Jones Street and 117 Glenwood Avenue, near the southwest corner of Glenwood Avenue and West Jones Street (District D) – Unanimously approved, despite requiring removal of NCOD protection.
  • Rezoning Z-5-26: New Bern Avenue Assemblage, along the New Bern Avenue BRT Corridor from Downtown to North Raleigh Boulevard (District C) – Unanimously denied rezoning of Richard B. Harrison property. Denied rezoning of 325 E. Edenton by a vote of 5 to 3. Approved rezoning by a vote of 7 to 1 of 307 and 311 E. Edenton, 100 N Person, and 15 S. Blount. Unanimously approved rezoning of remaining properties.

WORK SESSION

Data Center Information and Infrastructure Implications

Staff provided an overview of data centers, including the different types of facilities and the role they play in supporting cloud computing, artificial intelligence, and digital services.

The presentation also discussed infrastructure requirements including land use, energy consumption, cooling technologies, and water demand; as well as potential economic, environmental, and community impacts. 

Additionally, staff provided information regarding the current City regulatory framework, water resource considerations, and other planning considerations that may influence future data center development within the community and surrounding region.

Included with the agenda materials is a document, prepared by the Congressional Research Service (CRS), containing ”frequently asked questions” concerning energy consumption of data centers.  The CRS serves as nonpartisan shared staff to congressional committees and Members of Congress.

  • Unanimously approved Atlantic Union Bank offer of $525,000 per year, with a 2% annual escalator, for a period of 15 years with the opportunity for two 5-year extension terms in exchange for the naming rights to the Raleigh Convention Center.  The proposed name is Atlantic Union Bank Convention Center.

Tax Equity and Fiscal Responsibility Act of 1982 – SFRI Crest at Briar Creek Apartments LLC – National Finance Authority

  • Unanimously approved SFRI Brier Creek Apartments LLC request to finance the acquisition and rehabilitation of an existing 291-unit housing development. The development will serve as affordable housing, with at least 20% of units reserved for households at or below 50% of the area median income (AMI), and at least 75% of units reserved for households at or below 80% of the AMI. The project will be financed with tax-exempt 501(c)(3) bonds, which requires a public hearing and approval by the elected governing body of the jurisdiction in which the project is located.  Approval of a TEFRA or other financing that has requested a public hearing before the Council does not constitute a debt of the City, and the City has no financial responsibility for the bonds or the project they are financing.
