HIGHLIGHTS
- Council unanimously agreed to a number of changes as recommended by the Transportation & Transit Committee regarding Traffic Calming.
- Because most neighborhood ballots are approved anyway, there will be no further neighborhood ballots on speed limit reductions, line of sight issues, or multi-way stops but instead those decisions will be delegated to the Transportation Director.
- Neighborhood ballots will also be eliminated for issues that meet objective safety standards.
- It was pointed out that staff experience challenges in communicating with neighborhoods about these issues. OPPORTUNITY TO UTILIZE CACs!!!
- The pros and cons of three-year waiting periods to un-do traffic calming measures will be presented in a managers update.
- Mayor Pro Tem Harrison asked for a committee assignment or work session to discuss Raleigh’s drinking water supply. City Manager will decide which makes most sense, noting that a Regional approach will be critical. Harrison also asked for an incident report on the Turkey Creek wastewater spill.
- Councilor Jones will hold her monthly district meeting on June 10 from 6-8pm at La Cucina Italian restaurant and her monthly decoding democracy book club on June 13 at 9:30am at New World Café. She has also started a virtual series to review Council meeting agendas the Monday before Tuesday Council meetings. One was held last night and the next will be June 15 from 6-7:30pm.
- Councilor Patton asked for some guidance on motorbike safety and awareness.

FY2027 Proposed Budget Documents
- The proposed operating and capital budget documents are available online from the Budget and Management Services department webpages on the City’s website.
FY2027 Budget Notes
o Budget Note 1: Funding recommendations for the design and construction of a band stage at city plaza and for permanent art installation on the city plaza pedestals; requested by Council Member Lambert-Melton. Lambert-Melton qualified that he brought the bandstand stage forward because of decisions made at the Economic Development & Innovation Committee in conjunction with Downtown Raleigh Alliance. Council decided to defer funding until FY 2028 budget and request that staff looked at sponsorships. Will decide about art installation in the fall once once budget closes and it’s clear what monies might be available.
o Budget Note 2: Funding recommendations to get 24,000 trees; requested by Mayor Pro Tem Harrison. Harrison asked for more detail to ensure the program will succeed and moved to commit $650k, but the motion was withdrawn until next Monday’s budget session and council agreed to revisit at next budget work session when staff will come back with recommendations about funding.
o Budget Note 3:
o Staff provided a list of comparable services provided by other cities/jurisdictions; requested by Council Member Branch.
o Staff provided the rate structure over time for monthly solid waste fees; requested by Council Member Harrison.
o Staff provided information on how much General Fund subsidy is provided to a Solid Waste Services Enterprise Fund by other municipalities; requested by Mayor Cowell.

Urban Heat Resilience
- Provided Council with an update from Raleigh’s first Urban Heat Resilience tabletop exercise. The presentation included a video debut featuring the voices of community partners who contributed their time and expertise to advancing resilience for Raleigh residents and the community-at-large. June 2 is Global Heat Action Day. Staff have aligned this update with the start of heat season and national heat and safety outreach initiatives.
