Over the last few years, Western Boulevard Investments of Raleigh has purchased six parcels in the northwest corner of the Lorimer Road and Garland Drive intersection. Some area residents have lost property by Eminent Domain due to the construction of the NCDOT interchange.
Western Boulevard Investments is proposing to sell this tract to a developer who plans to build a 60-unit housing development. The development is described as both a 55+ community and an affordable housing development for people whose income is at or below 60% of the median income level in this area.
Neighbors are generally supportive of affordable housing, stating “Given Raleigh’s commitment to providing affordable housing, … eventually an affordable housing development will probably be placed on this site. Our efforts are to assure that a smaller number of units will be allowed and thus the development will be more compatible with our neighborhood and the environment.”
Neighbor concerns include:

- Lack of transparency – The City of Raleigh has offered a $1,250,000 loan to the potential buyer without letting the neighborhood know of the City’s support of this development. There have been no rezoning neighborhood meetings or public hearings.
- Parking – adequate onsite or overflow onto streets?
- Traffic – narrowness of Garland and congestion at intersection with Kent.
- Pedestrians – essentially no sidewalks on Garland.
- Stormwater runoff – increased runoff into Bushy Branch and thus Lake Raleigh.
- Water and sewer capacity – will current capacity be sufficient?
