HIGHLIGHTS
- CP-7-22 and Z-92-22 – New Bern Station Area Planning – much discussion about Planning Commission denial, including discussions of recommendations they discussed BEFORE voting for denial. Public hearing scheduled for January 30. Staff and some council members don’t seem to understand that density will not result in affordability unless specific conditions are included. Please come to Livable Raleigh’s event on January 21 at 2pm at Tarboro Road Community Center to learn more.
- Unanimously approved $11,300 for Wake Med AHEC and $13,700 for MLK Committee from Council contingency.
- Unanimously approved gap funding for the Battle Bridge Affordable Housing project
- Unanimously approved traffic calming projects
- Unanimously approved allocation of remaining ARPA funds totalling $6.532M
- Unanimously approved purchase, funding, and community engagement plan.

- Councilor Jones will hold a District E meeting on January 10 from 7-9pm. Venue TBD.
- Councilor Jones announced that Council will discuss Missing Middle in closed session on January 16.
- Thus far 132 people have signed up to speak during public comments on January 9. Councilor Jones’s motion to guarantee 3 minutes per speaker failed. Public comment process will be discussed further at Council retreat at the end of January.
- Councilor Branch will hold a District C community meeting on January 20 at 10am at 1214 Lenoir Street.
- Councilor Black will hold a community walk around Shelley Lake from 1 – 2:30pm on January 13.
- Councilor Patton will hold a community meeting on January 11 from 6-8pm at the Salty Turtle. She asked for more information on shelters and seating at City bus stops.

- Petition Annexation- AX-32-23- Contiguous Inside ETJ – 11258 Raven Ridge Drive & 10604, 10608 Dehijuston Court (District B) — unanimously approved
- Petition Annexation – AX-09-23- Contiguous, Outside and Inside ETJ – 0, 4209, 4217 Watkins Road (District B) — unanimously approved
- Rezoning Z-13-23: 0, 4209, & 4217 Watkins Road, 1/2 mile south of the intersection of Mitchell Mill and Watkins Roads (District B) — unanimously approved
- Rezoning Z-27-23: Dawson Assemblage, a portion of the block bounded by Dawson, Lane, and Jones Streets (District D) — approved 6 to 1 with Councilor Jones in opposition and Mayor Pro Tem Melton excused. While it does include an AH component, it’s not very generous considering they are asking to go from 12 to 40 stories
- Rezoning Z-34-23: On the western half of the block bounded by Hillsborough, N Harrington, Morgan, and Dawson Streets (District D) — held until January 16 to expand an existing condition to extend term of affordability. While it does include an AH component, it’s not very generous considering they are asking to go from 20 to 40 stories
- Rezoning Z-44-23: 4430 Louisburg Road, 4429 James Road, west of the intersection of Louisburg and James Roads (District B) — held until February 6 as applicant has requested extension to add conditions regarding frontage and streetscape
- Rezoning Z-45-23: 1025 Schaub Drive, less than 1/4 mile southeast of the intersection of Western Boulevard and the I-440 Beltline (District D) — held until February 6 to work on Affordable Housing conditions. With current zoning no Affordable Housing would be required. If they used the Transit-Oriented Development Option they could build up to 158 units and 2 would have to be affordable. If they used the Frequent Transit Development option they could build up to 99 units and 18 of them would have to be affordable. They want to use the TOD option resulting in only 2 affordable units and Councilor Patton encouraged them to “sharpen their pencils” before they come back on February 6.

- Councilor Patton expected noise ordinance (B2) to be on regular agenda and not consent agenda. City Attorney explained process and Councilor Patton said she had been anticipating a public hearing. Councilor Jones asked who would pay for any arbitration and Deputy City Attorney said City would pay. Councilor Black asked about impact of noise ordinance on demonstrations.
- B2 approved 6 to 2 with Councilors Black and Jones in opposition.
- Councilor Jones had questions about sale of surplus property at 504 Tilden Street that was left in part to the City of Raleigh.

Although Planning Commission recommended denial, Planning staff presented some recommendations from the Planning Commission which makes no sense. Because they recommended denial, there’s no need to present other recommendations.
Councilor Harrison asked for more details on additional recommended studies and on denial vote. Chair of PC explained that initial vote was to approve, but then votes were changed and/or some members were absent.
Councilor Patton asked about proposed studies. Councilor Forte asked about land banking. Councilor Jones pointed out that BRT is different from Z-92 and asked several good questions, including about metrics. Mayor Pro Tem Melton asked additional questions about the PC recommendations.

Councilor Patton praised the 40-year term and asked how that could be used more often.

3. Neighborhood Traffic Management Program – Annual Report, 2023 Traffic Calming Project Approvals and Authorization of 2024 Traffic Calming Projects
Authorized construction for the 14 projects on the 2023 list that met the threshold plus three that barely missed it and approve the 20 projects from the 2024 list.
Councilor Patton asked if staff track where traffic diverts to after a traffic calming project. They don’t track any of these unintended consequences. Also asked about notification process.
Approved unanimously.
4. American Rescue Plan Act – Update – U.S. Treasury Guidelines Compliance
Unanimously approved allocation of remaining ARPA funds totaling $6.532M
