Tax Increment Grants (TIGs)

The City Council adopted a Tax Increment Grant (TIG) policy on May 4, 2021, creating a new partnership tool whereby the City could reimburse private partners a share of their future tax increment when they enhance their project with public infrastructure or other eligible benefits. Staff today proposed a revised policy called a TIRP (Tax Increment Rebate Program). Example to illustrate how it would work – a property worth $6M would pay about $21k in property taxes. If developed to be worth $60M, the property tax would grow to $213k. The $192k difference ($213k-$21k) would be available to reimburse a developer after a project has been completed and is in use. The project would have to be one that would never have been built “but for” the TIRP, although it wasn’t clear how that would be determined. 

Annexation Practices and Associated Growth Policies 

Staff provided a summary of existing annexation practices and growth policy. A “Cost of Growth” study will be part of developing the next Comprehensive Plan and is expected to take about 12 months. Council has been asked to consider a 12-month pause on any new annexation requests. Staff are pushing density in areas with a low “cost to service” to help subsidize areas that would require higher “costs to service.”

Unanimously approved Councilor Jones’s request for $5000 in Council Contingency Funds for A Place At The Table

By a vote of 6 to 2, authorized staff to draft changes to the City Code to create an additional social districtto be located within Seaboard Station. Council will vote on the establishment of a social district at a future meeting.

Staff presented information on the basics of creating a Legislative Agenda. The council retreat on Saturday, 9/20, will include more work on this topic.
