  • Mayor Baldwin wants to reinstate the requirement for both public comment and public hearing sign up by 5pm Monday to help manage during Covid protocols (2/3 of seats are still blocked off in council chambers); when Covid protocols are lifted, will go back to sign up up to one hour before the meeting. (Friday 5pm deadline for presentations). If the chamber can only accommodate 1/3 of capacity, why wouldn’t they allow remote participation as well?

Nine people wanted to speak in opposition, so she gave them one minute each. Map #2 approved 7 to 1 with Councilor Cox dissenting.
  • Rezoning Z-68-20: Hillsborough Street and Bagwell Avenue, at the northeast corner of the intersection (District D) – applicant asked for continuation to March 15 so public hearing can be set for April 1
  • Rezoning Z-41-21: Bloodworth St, at the southwest corner of the intersection of S. Bloodworth Street and E. Cabarrus Street, stretching westward the entire width of the block to S. Person Street (District C) – want to remove properties from the Prince Hall HOD to allow expansion of an existing business; approved unanimously
  • Site of former N&O building rezoned from 20 stories to 40 stories. Councilor Buffkin seemed to be suggesting that all of downtown should be 40 stories by right. That entitlement should NOT be granted without requiring significant community benefit.
  • Rezoning for seven-story hotel in the Village District in former K&W site approved unanimously
