Current Zoning: Industrial Mixed Use-3 stories with Special Highway Overlay District-2 and Airport Overlay District (IX-3 w/ SHOD-2 & AOD)

Requested Zoning: Residential Mixed Use-3 stories (RX-3, remove SHOD-2 and AOD)

Approximately one acre is requested to be rezoned by Katina Scott. This request is for a general use district and no zoning conditions are proposed. The request would remove the Airport Overlay District (AOD) which prohibits residential uses. The property is in Raleigh’s extraterritorial jurisdiction (ETJ) and contiguous to city limits. This rezoning is not accompanied by an annexation petition.

The request is inconsistent with the Future Land Use Map. The request is consistent with the 2030 Comprehensive Plan.

The deadline for Planning Commission Action is December 13, 2025.

Comment – Odd case where family just wanted to improve their home but was stuck with Airport Overlay District and IX-3 zoning. Requested RX-3, like homes around them. Put on hold while applicant modifies request for R-4 conditional zoning
