11:30 A.M. WORK SESSION CALLED TO ORDER BY THE MAYOR 

2022 Parks Bond Update 

  • There is an online interactive dashboard that will be published shortly for the 2022 Parks Bond showing $55.31M has been spent to date out of the total project budget of $325.40M (which includes non-Parks Bond Sources of $35.85M) with expected completion of all projects by December 2029.
  • Mayor Cowell says the dashboard should be used to track future bond projects and the tool should also showcase the impact of inflation and other factors on budgets.

REGULAR SESSION CALLED TO ORDER BY THE MAYOR 

  • Mayor Cowell announced that ICE is in Wake County and Durham County and asked that people with concerns call Raleigh Police. She encouraged those wishing to exercise their First Amendment rights to do so peacefully

Interstate Renewable Energy Council “Charging Smart” Silver Designation 

  • The City has recently received designation as a Silver awardee for the Charging Smart program, achieving national best practices and policies that facilitate the expansion of electric vehicles (EVs) and EV charging infrastructure.

  • Comments focused on the Big Branch Greenway Connector, parking issues, and stormwater problems.
  • Four of the twenty-six people who had signed up did not show up. Because 26 people had signed up, comments were limited to one minute each. If the four people who didn’t show up had not signed up, each speaker would have had two minutes.

  • During the presentation, staff provided a brief overview of both plans and planning level cost estimates to deliver priority projects in the “Big Jump” network, as requested by the Council during the October work session. 
  • These estimates would total approximately $100M and do not include all required work.

  • Staff provided an update on the progress of the implementation of the Raleigh CARES program.
