- Update on Greenway Plans
- Public comments included advocating for a separation allowance for firefighters as well as support for firefighters and RPD, NCSU Small Business Fair funding request, Wake Smiles funding request, Fourth Ward revitalization, public safety and homelessness, Lead Mine Road speeding issues, Prince Hall Overlay District, election reform petition, Brookside Drive parking issues, Alternative Crisis Response program, and hunger.
- Downtown Investment Opportunties – Approved staff funding recommendations 7 to 1 with Councilor Jones in opposition, including $765k for downtown and $585k for homelessness diversion downtown.
- Unanimously approved initiating text change process for updates and revisions to 2014 Raleigh Water Departmental Handbook
- Approved expansion of Downtown MSD 7 to 1 with Councilor Jones opposed and with removal of two properties requested by Council. Further exclusion requests to be considered.
- Blue Ridge Corridor MSD – Unanimously approved Councilor Harrison’s motion to exclude all residential properties, including exclusion of apartments, townhouses, and condominiums. Staff to bring back details of new boundary on June 4.
- Proposed FY25 budget of $1.43B which is an 11.8% overall increase with proposed tax rate to go from $.4330 to $.3550, which is 3.8 cents higher than a revenue neutral rate. Budget work sessions begin June 3 (Mondays at 4pm). Public budget hearing scheduled for June 4 at 7pm. (Note this does not include the Wake County tax rate.)
- S. Bloodworth Street, East Street, Cabarrus Street Assemblage – Approved staff recommendation to sell Bloodworth property and solicit an RFP for the other properties. Vote was 5 to 3 with Councilors Forte, Black, and Jones opposed.
- Moore Square Property Disposition Update – Unanimously approved Phase 1 for Affordable Housing
- Annual workplan of Mayor’s Committee for Persons with Disabilities – unanimously approved
- Petition Annexation – AX-06-24 Contiguous, Inside ETJ – 6701 Town Center Drive (District B) – Unanimously approved.
- Rezoning Z-72-22: S Blount Street, north of E Cabarrus Street (District C) – Unanimously approved sending to Economic Development & Innovation Committee to be discussed along with Prince Hall Overlay District discussion. Public hearing deferred to July 2.
- Rezoning Z-28-23: Harden Road, southeast of the intersection of Harden Road and Blue Ridge Road (District E) – withdrawn by applicant
- Rezoning Z-39-23: On the east side of Nowell Road, approximately 0.2 miles north of Chapel Hill Road (District D) — Councilor Harrison moved to schedule to be heard at June meeting of Growth & Natural Resources. Public hearing deferred to July 2. Unanimously approved.
- Rezoning Z-54-23: South Saunders Street, 200 feet south of the intersection of West South Street and South Saunders Street (District D) – unanimously approved
- Next meeting of Economic Development & Innovation Committee’s next meeting will be on Thursday, June 27, at 3pm re Prince Hall HOD and rezoning Z-72-22
- Growth & Natural Resources Committee will meet on 5/28 at 4pm to discuss Strickland Road rezoning and litter and on 6/25 to discuss trees and Nowell Road rezoning.
- Councilor Harrison requesting $15k from Council Contingency funds for a journeyman program.
- Councilor Forte requesting a future work session field trip to a tiny homes pilot program in Chapel Hill
- Councilor Jones said that there will be a meeting on June 6 to discuss how CACs would like to move forward. Also requested $9k from Council Contingency funds for Beautiful Broken Vessels.
- Councilor Branch mentioned that how to reactivate some CACs is a concern and would like updates after the June 6 meeting.
- Councilor Black asked staff to look into Raleigh’s relationship with LGBTQ allies.
- Councilor Patton announced next meeting will be May 30 from 5-7pm at Little Blue Bake House on New Bern Avenue.
- Mayor Pro Tem Melton expressed concern about parking in bike lanes. Announced that June is Pride month. Requested $20k from Council contingency to support Care Outreach from LGBT Center.
- Mayor Baldwin will light downtown to celebrate Pride month with partners.
