HIGHLIGHTS
- Unanimously approved heights for sections of New Bern Avenue TOD, keeping in mind Affordable Housing incentives. Will take up Western Station area on July 2, but only vacant and underutilized properties. DMV building may also be City property by then and could be acted upon.
- Unanimously approved money from council contingency funds – $15k for Journeymen Triangle (Harrison), $9214 for Beautiful Broken Vessels (Jones) and $20k for LGBTQ Center of Raleigh (Melton). Staff will bring back recommendations for spending the remaining $7k in light of additional requests from Mayor Baldwin and Councilor Branch.
- First reading of Blue Ridge Corridor Municipal Service District, with all residential properties removed, was approved 7 to 1 with Councilor Patton voting against.
- GoRaleigh bus fares will resume July 1.
- Dix Park – unanimously approved extending ten-year lease by 18 months and allowing early surrender of several buildings as well as approving concessions and lease agreements with Conservancy.
- Unanimously approved contracts and vehicle donation associated with The Great Raleigh Cleanup which employs Raleigh residents experiencing homelessness to work on beautification projects
- Unanimously approved new policy on employee leave
- Next meeting of the Economic Development & Innovation Committee will be Thursday, 6/27, at 3pm re Prince Hall HOD and Blount Street rezoning
- Next meeting of the Growth & Natural Resources Committee will be held on 6/25 at 4pm to discuss litter, tree protection, and review of Nowell Road rezoning.
- No June meetings for Safe, Vibrant, & Healthy Communities Committee or Transportation and Transit Committee
- Councilor Patton’s next District meeting will be 6/22 at 10am with venue TBD. Made several suggestions to improve operations of Boards and Commissions. Staff will respond at next meeting.
- Councilor Black would like to have a conversation about making council jobs full-time. She is also interested in learning more about RDU Quarry issue and moved to discuss at August GNR meeting. Mayor Baldwin asked to hold to get legal counsel and specifics on discussion.
- Councilor Jones will hold a District E meeting on second Wednesdays from 6-8 pm, at La Cucina on Pleasant Valley Road. Asked City Attorney to weigh in about four-year terms. City Attorney wants to discuss in closed session which means the clock has run out to repeal four-year terms and place the issue on the November ballot.
- Councilor Harrison’s next District D Neighborhood Association (DDNA) meeting will be 6/15 at 9:30am at Crowder Center

5. Blue Ridge Corridor Municipal Service District – Ordinance – First Reading
- Excluding residential parcels cuts revenue generation in half at 3 cents; tax rate would have to go to 5.7 cents to bring in $900k
- Mayor Baldwin says keeping rate at 3 cents makes the most sense
- Mayor Baldwin wants inclusion of residential properties brought back in a year after MSD has been in place.
- Councilor Jones has concerns about placing tax burden on such a small number of properties and wondered about legalities. Attorney says that should be discussed in closed session, but timing is problematic to meet budget timeline.
- Councilor Harrison expressed concerns about representation of residences if they are included in the future and about contributions from tax-exempt entities.
- Approved 7 to 1 with Councilor Patton opposed.
6. Transit Fare Strategies

- Mayor Baldwin asks for updates on ridership and update on service between midtown and downtown in Managers Update.
