HIGHLIGHTS
- Raleigh Parks Plan Updates will be out for public comment from July to September
- Councilor Branch absent and excused from afternoon session
- Public comments focused on public safety, bus service – IDs and benches, preservation, LGBTQ solidarity resolution, bike and pedestrian safety, and international issues.
- Unanimously approved to take no further action on a text change about digital billboards
- Raleigh has a deficit of 66k Affordable Housing units. The Missing Middle policy has resulted in 2004 additional units, 203 of which are legally binding as affordable.
- Planning are looking into how to allow third parties to lease property on other people’s land in order to build ADUs.
- Unanimously approved asking Planning to advance tree preservation efforts connected to Missing Middle as well as ADU incentives.
- Voted 6 to 1, with Mayor Baldwin objecting, to look into concerns about scale and massing. Baldwin was concerned that “character” was too subjective a term, but Councilor Patton pointed out that infill compatibility standards could be applied to MM.
- Unanimously approved splitting remaining Council contingency funds between Activate Good and Kemetic Cultural Science and Systems of Unity, so that each got $3513. Mayor Baldwin asked that this come back once new budget goes into effect to see about giving more to both.
- Brookside Drive safety initiatives sent to August meeting of Transportation & Transit Committee
- Unanimously approved $1.5M from ARPA funding for Roof Top Solar Installation Projects
- An American National Standard is being created for parade safety; in the meantime Council unanimously approved staff recommendations

- Comprehensive Plan Amendment CP-1-24: Jones Franklin Road Street Plan Amendment, between Fort Sumter and Tryon Roads (District D) – unanimously approved
- Councilor Patton asked staff to look into an App that provides mobility information about various sites
- Councilor Jones said that City staff and members of the RCAC met on June 6 and conversations will continue about the relationship between the City and CACs. She will be holding community meetings the second Wednesday of every month from 6-8pm at La Cucina Italian restaurant.
- Councilor Forte asked the City Attorney for recommendations on how to audit organizations that receive city funding through council contingency funds and also asked that more opportunities be provided for homeless individuals to take showers
- Councilor Harrison expressed concern about potential closure of South Street and would like more community engagement and information about possibilities.
- Mayor Baldwin suggested that more discussions with NCDOT regarding South Street are needed.

1. Missing Middle Text Changes – Uptake, Utilization and Policy Considerations

- Planning Director Pat Young explained the purpose of MM is to allow more choice and affordability for all incomes and to support transit systems. Many disagree that the policies as enacted are achieving these purposes.
- Raleigh has a deficit of 66k Affordable Housing units. The Missing Middle policy has resulted in 2004 additional units, 203 of which are legally binding as affordable.
