- Councilor Jones moved to discuss the Midtown Area Plan in Safe, Vibrant, & Healthy Communities Committee in September. Mayor Baldwin doesn’t think this is the right time to discuss. Councilor Branch would like input from Midtown Alliance before sending to any committee. Mayor Pro Tem Melton is fine with discussion but concerned about resources available to update the plan. Motion passed 5 to 3 with Mayor Baldwin and Councilors Forte and Branch voting against.
- 8/20 public hearing scheduled for Rezoning Z-83-22: Hillsborough Street and Turner Street
- Unanimously approved a number of actions regarding Rezoning Z-92-22: New Bern Station Area Planning, but the discussion was difficult to follow because the slides weren’t available online. Mayor Pro Tem Melton and others lauded Councilor Patton for helping Council get through all the details by organizing the discussion.
- Unanimously approved $6,487 for Activate Good and $2,487 for Kemetic Cultural Science and Systems of Unity from Council contingency funds.
- Separation Allowance Actuarial Study – RFP will be released on 7/8 with vendor selection in August. Work likely would begin in September and last several months.
- Missing Middle Text Changes – Potential Revisions
- Staff presented four options for incentivizing tree preservation and planting reforms in cottage courts, compact and conservation developments, and frequent transit developments (with more than 12 dwelling units)
- Apply residential infill compatibility standards to FTDO, including primary street setbacks, height (overall and sidewall), articulation (doors and windows), and driveway and parking setbacks
- Mayor Baldwin asks how Home Builders Association feels about all of these proposals and recommends a meeting with them in August.
- Councilor Harrison asks for time to engage residents as well. Also asks why tree proposals would be limited to only some types of development. Planning Director says this is because of limited ability to regulate trees.
- Crabtree Boulevard Partnership Update
- The City and Loden Development are negotiating a land sale of a portion of city-owned park land on Crabtree Blvd to improve efficiency of the adjacent multifamily project, in exchange for the design and construction of municipal infrastructure improvements on the remaining park land.
- Unanimously approved proceeding with negotiations.
- City Manager announced that Council will be on break after today until August 20.
- City Manager announced that there will be a community block party on South Street on July 20 from 10am-2pm to help address questions about proposed closure of portion of South Street.
- Unanimously approved annual work plan of Parks, Recreation, & Greenway Advisory Board
- Neighborhood and Community Connections Program – Community engagement planned to start this summer.

- Economic Development & Innovation Committee will next meet on August 27 at 1:30pm. Committee recommended and Council unanimously approved authorizing staff to review character essay for Prince Hall Historic Overlay District and bringing back to Council. They want to find a way to maintain boundaries and character and find solutions for vacant lots and commercial properties, maybe through establishing a hybrid overlay district.
- Growth & Natural Resources Committee — Next meeting will be August 27 at 4pm to discuss Nowell Road and Falls Lake Watershed protection. Reviewed Litter Programs and Council unanimously approved recommending public outreach and options for replacing recycling centers that have been removed. Committee recommended and Council unanimously approved directing PRGAB to begin work on non-regulatory master plan for tree conservation and planting and to continue to incentivize tree conservation and tree planting in private development.

- Councilor Jones will hold a virtual district meeting on 7/10 at 6pm
- Councilor Branch asked staff to look into concerns about hazardous materials in trash that are a safety issue for solid waste services workers
