Highlights
- Mayor Pro Tem Melton and Councilor Harrison absent and excused from Budget Work session.
- Recommending rate increases for water and sewer as well as stormwater. Final rate approvals will occur with the adoption of the City’s FY25 budget.
- Announced that Raleigh has been chosen as one of 25 Bloomberg American Sustainable Cities, meaning we will get support and $2M from Bloomberg Philanthropies.
- Staff presented an update on the Strategic Plan and recommendations for updates.
- Public comments focused on international issues, downtown improvements, homelessness, and Atlantic Avenue construction issues.

1. Strategic Plan Update
- Staff recommended updating the plan by marking 5 items as complete and revising 2 items. This will be moved to the Consent Agenda at a future Council meeting as voting does not take place during Work Sessions.
- Councilor Patton asked about opportunities for community engagement in developing the next iteration of the Strategic Plan.
- Patton also asked why there are no Council Committees for Organizational Excellence and Arts and Cultural Resources as they are Key Focus Areas; the other four are all represented by Council Committees. City Manager claims that Organizational Excellence is a staff function. Explained that Arts and Cultural Resources are embedded across the City.
