WORK SESSION

Organic Food Composting Pilot Update
The Organics Composting Pilot Project, launched in November 2025 at the City of Raleigh Yard Waste Center (YWC) after City Council directed staff to explore ways to increase food processing and landfill diversion opportunities. The pilot successfully demonstrated the feasibility of diverting food waste from landfills through aerated static pile (ASP) composting. The six-month pilot (January 2026–June 2026) processed three batches of food waste mixed with bulking agents, achieving high-quality compost while maintaining regulatory compliance and controlling emissions.

The pilot was highly successful, confirming technical and operational feasibility for food waste composting at the YWC. Product quality met standards, costs were manageable, and environmental benefits were achieved. Detailed comparison of the three batches revealed important operational insights that will inform full-scale implementation.

2022 Parks Bond Update
During the work session staff provided a status update on the 2022 Parks Bond projects. The majority are on time and on budget.
