- Mayor Cowell explained that it will take a while to enact a curfew ordinance, but she does have the power in the interim to declare an emergency if needed.
- Council unanimously directed City Attorney to draft an ordinance for the August 18 meeting and also prepare whatever is necessary for the Mayor to declare an emergency as needed. Staff were asked to also bring back other recommendations for dealing with these issues on August 18.

Stage 2 Water Restrictions – Water Conservation Plan – City Manager Authority for Water Conservation Rules
- Approved modifications to the City Code to provide flexibility to enter a higher stage of Water Use Restrictions before hitting a percent remaining trigger if the current stage of Water Use Restrictions have not been effective at reducing overall water demand. The proposed changes also align civil penalties for non-compliance in the Water Shortage Response Plan with those listed in Part 8, Chapter 2, Article E of the Raleigh City Code. The changes will also limit athletic field irrigation to 1 day per week in Stage 2 to further reduce irrigation demand.

Electric Bicycles, Mopeds, and Motorcycles – Legal Distinctions
- The City Attorney’s Office provided an overview of the legal distinctions between electric bicycles, mopeds, and motorcycles, including where each vehicle may lawfully operate.
The presentation also summarized current education and enforcement efforts and outlined next steps to improve public understanding and promote the safe and lawful use of these vehicles.
