March 9 City Council Pre-Budget Work Session
HIGHLIGHTS
- Councilor Stormie Forte chaired the meeting in the excused absence of Mayor Cowell and Mayor Pro Tem Harrison. Councilor Lambert-Melton also absent and excused.

Parking Enterprise Update

- Council discussed potential rate increases of varying amounts for both on-street and off-street parking, looked at adjusting hours for free parking, looked at consistency of fees across decks, and discussed the small business incentives program

Raleigh Stormwater Enterprise FY2027 Proposed Budget

- Staff is proposing a 3% rate change to single family equivalent units from $8.22/month to $8.47/month, or a $.25 monthly increase.
- 2/3 of fee revenues come from Commercial properties and staff are proposing to phase in fee changes to achieve 100% cost recovery over multiple years
- Staff expressed approval of these proposals, but can’t take action during a work session
