HIGHLIGHTS
- Unanimously approved a commitment of $2,200,000 in 2020 Affordable Housing Bond funds to Healing Transitions for the construction of Forward Together.
- Unanimously approved the schematic design for the Neighborhood and Community Connections project as well as the schematic design for the South Park Heritage Trail.
- Unanimously approved the recommendations of the Economic Development and Innovation Committeeregarding Fayetteville Street Streetscape Plan Updates.
- Unanimously approved recommendation of Safe, Vibrant, and Healthy Community Committee to directstaff to review the site plan process regarding dumpster placement; Create a database for citizen complaints related to commercial trash pickup; and Bring a report on how and whether citizen complaints were addressed to Council sometime during First Quarter 2026.

- Councilor Jones will hold a District E meeting on 11/13 from 6-8pm at La Cucina and a District E Book Club meeting on 11/15 from 9:30-11:30am at Oberlin Regional Library.
- Councilor Branch will hold a District C meeting on 11/17 at 6:30pm at Lions Park.
- Councilor Harrison will host a District D Town Hall on 11/22 at 9:30am at Carolina Pines and will focus on Affordable Housing and Public Safety.
- Mayor Pro Tem Forte will hold a community conversation on zoning on 11/6 at 7pm at Chavis. A panel will include Councilor Silver.
- Councilor Patton will host a District B meeting on 11/6 at Marsh Creek from 6-8pm with a focus on traffic, trees, and taxes
- City Attorney explained Raleigh’s tenant protection ordinance in light of Durham’s recently adopted ordinance.
- Two properties (Downtown Holiday Inn and Carol and Morley Kare house) were referred to the Raleigh Historic Development Commission for consideration of designation as historic landmarks.
- Three of three rezoning requests were unanimously approved.

- Unanimously approved a commitment of $2,200,000 in 2020 Affordable Housing Bond funds to Healing Transitions for the construction of Forward Together.
- Unanimously approved the schematic design for the Neighborhood and Community Connections project as recommended by the Raleigh Parks, Recreation and Greenway Advisory Board. The Neighborhood & Community Connections program identifies, prioritizes, and builds new walkable connections to parks and greenways. Funding for the project is provided through the 2022 Parks Bond Referendum, with a budget of $4,980,000. The following four locations are recommended for construction:
- Site 1: Village Lakes Community to Neuse River Trail
- Site 2: Chastain Community to Barwell Road Park
- Site 3: Sanderford Road Park Connection at Creech Road
- Site 4: Bushy Branch Connection to Walnut Creek Trail
- Unanimously approved the schematic design for the South Park Heritage Trail project as recommended by the Raleigh Parks, Recreation and Greenway Advisory Board, funded by $3 Million from the 2022 Parks Bond combined with a $1.5 Million federal grant.
- Unanimously approved the annual work plan for the Raleigh Commission for Persons with Disabilities, and asked the City Attorney and Assistant City Manager Evan Raleigh to consider requested exceptions to the standard bylaws template that would eliminate term limits and not require Raleigh residency.
- Unanimously approved the annual work plan for the Stormwater Management Advisory Commission.
- Unanimously approved the recommendations of the Economic Development and Innovation Committeeregarding Fayetteville Street Streetscape Plan Updates. These include Fiscal Year 2026 Budget Strategy for Phase 1 (Alt) estimated at $1,000,000 with the following amendments:
a. “Modify” rather than “remove” horizontal planters; and
b. Emphasize incorporation of art and artistic elements in the new streetscape
features
- Direct staff to bring back funding recommendation for design and construction of City Plaza band stage.
- Bring back recommendations for permanent art installations on the City Plaza pedestals.

Development Commission to consider the comments of the State of North Carolina and any additional information received during the public hearing.

- Rezoning Z-17-25: Louisburg Road, West side of Louisburg Road, north of the Fox Road Intersection (District B upon annexation) — unanimously approved
- Rezoning Z-18-25: 5209 Kyle Drive; near the intersection of Kyle Drive and R. B. Drive (District B) — unanimously approved
