HIGHLIGHTS

  • City will begin focusing more on development along Greenways.
  • The Residential Parking Permit program will be expanded.
  • The Big Branch Greenway Connector was the focus of public comments, with speakers for and against.
  • Noise ordinance passed unanimously.
  • Digital billboard text change amendment unanimously voted down.
  • Unanimously approved a 12-month resolution establishing eligible annexation boundaries
  • Approved all 3 annexations requests and all 5 rezoning requests

WORK SESSION

  • Councilor Lambert-Melton absent and excused
  • There will be a public hearing on 11/4 regarding several UDO amendments relating to Greenways, including changes to easements and developer incentives. Staff discussed a push for Greenway-oriented development, including accessory uses along Greenways such as coffee kiosks. Safety updates were also discussed.
  • Changes will be implemented to the residential parking permit program to expand use to all properties except for those with more than 12 units and except for schools.

AFTERNOON SESSION

  • Public comments focused on the Big Branch Greenway Connectors, pedestrian safety, homelessness, and an African-American Affairs Board. Speakers were limited to one minute each because 33 speakers had signed up, but nine of them were “no shows.”

  • Rezoning Z-23-25: Gorman Street, at the intersection with Burt Drive (District D) – held until 11/4 to set public hearing at Councilor Harrison’s request to allow time for more discussion with land use attorney
  • Rezoning Z-25-25: 101 N. Bloodworth Street, at the northwest corner of the intersection of E. Edenton and N. Bloodworth Streets (District C) – public hearing scheduled for 11/18
  • Rezoning Z-11-25: 2230 South New Hope Road, north of the intersection with Rock Quarry Road (District C) – public hearing scheduled for 12/2 per applicant’s request
  • Limited License Agreement – Seasonal Pool at Lake Johnson Park – Wolfpack Elite, Inc – unanimously approved nine-year agreement
  • Proposed Noise Ordinance Amendments – Commercial Amplified Sound – unanimously approved the noise ordinance with January 1 effective date, and approved, by a 7 to 1 vote with Councilor Silver opposed, a separate contract with a sound engineer to help troubleshoot city-wide during the first year of operation
  • Proposed Text Amendment – Unified Development Ordinance -Digital Billboards – unanimously denied, although conversation will continue with billboard companies
  • Work Session Follow Up – Growth and Annexation – unanimously approved a 12-month resolution establishing eligible annexation boundaries
  • Public Nuisance Abatement – Property Liens – all unanimously approved
  • Unfit for Human Habitation 90 Days Repair/Demolish – unanimously approved

    • Councilor Jones will hold a District E meeting on 11/12 from 6-8pm at La Cucina Italian Kitchen and a book club meeting on 11/15 from 9:30-11:30am at the Oberlin Regional Library
