- Dix Park is the second most visited destination in NC
- Preparing for transition as DHHS is now vacating early in November 2025
- Achieved $75M campaign target from 2419 donors
- Staff will bring back an analysis of financing and funding tools
- Looking at leasing opportunities in line with Council adopted Master Plan (“anything that is supportive of the Park”)
- Staff plan to bring forward a proposal for a Municipal Service District (MSD)
- Next Council work session will cover a proposed TIG (Tax Increment Grant) policy
- Some concerns expressed about trees that are being removed for water infrastructure. A “Leaf Out” plan will be forthcoming to help build up our urban canopy across the City.
- Councilor Silver asks what restrictions exist about use of the property and whether or not it all must be used as a Park; staff responds it’s whatever Council decides.
- Mayor Cowell asks how the Master Plan can be updated to include something like taking a parcel and developing it for money. There is no process for updating the Dix Master Plan.
- Mayor Cowell asks about funding for connecting Dix Park with downtown. Staff will be making recommendations in the coming budget. Councilor Harrison asks about re-purposing the R Line bus service.
- Mayor Cowell asks if an economic impact study is underway and the Dix Park Conservancy has just signed a contract to have that done. Anticipate six month timeline.
