  •  Unanimously approved $12,000 from Council Contingency funding for The Great Raleigh Clean-up
  • Unanimously approved adding additional parcels to the Moore Square South Redevelopment project
  • Unanimously approved moving forward with a new Municipal Building despite increased costs and substantial empty office space across Raleigh.
  • Councilor Black asks to ensure continuation of equity in the Stormwater Management Advisory Commission activities, especially once ARPA funding is gone. Councilor Patton asks for confirmation on status of new Stormwater Design Manual which is in the works. SMAC now has a liaison on Planning Commission. Work plan unanimously approved.
  • EDI Committee will meet on October 24 at 1:30pm to discuss HBCU Economic Roundtable and Generator Music Initiative.
  • GNR Committee approved sending omnibus text changes forward except for two that will not go forward as they are related to Missing Middle legal challenges as pointed out by Livable Raleigh. GNR will meet on October 24 at 4pm to discuss Mordecai NCOD, Green Growth Toolbox, and Greenways.
  • Safe, Vibrant, and Healthy Communities Committee will continue discussion of downtown public safety. Mayor Baldwin will also request that a Wake County representative attend and update the committee on their activities in this area.
  • Councilor Harrison requested railroad quiet zone study for downtown and reiterated that noise ordinance is still under review and public comment is welcome.
  • Councilor Jones will hold a District E meeting on October 11 at Crafty from 7-9pm. She asked for clarification on the status of the City Clerk position and was told it would be brought back soon to Council as a special item. After her second ride-along with RPD, Councilor Jones expressed concerns about First Responder issues. She mentioned that Durham has a workers’ rights commission and asked for follow up on what that could look like in Raleigh.
  • Mayor Pro Tem Branch will hold a District C meeting on October 21, from 10-12 at the Lexus building off Lenoir Street.
  • Councilor Black touted NC Environmental Justice Network. Supportive of a workers’ rights commission. Also asked the Manager to look into a youth commission for 18-26 year olds.
  • Councilor Patton pointed out that input from the community on the City budget has started early at Council’s request and that there are a series of listening sessions scheduled. Provided some updates on interventions on Capital Boulevard which has a heavy concentration of pedestrian fatalities and asked for frequent updates on progress. Touted federal funding received for planting more trees, especially in disadvantaged areas.

  • Rezoning Z-04-23: East side of Creedmoor Road, south of Millbrook Road and just north of Sherborne Place (District A) — approved 5 to 2 with Councilors Jones and Harrison opposed
  • Rezoning Z-17-23: West side of Jones Franklin Road, south of Centerview Drive and north of Woodsdale Road (District D) — unanimously approved holding until November 7 to work on various concerns
  • Text Change TC-2-23: Transit Overlay District (-TOD) Revisions — unanimously approved. Councilor Patton asked to move other BRT/TOD issues to Committee to address gentrification issues and other community concerns. Mayor Baldwin suggests staff recommend a work session or adding this item to a council agenda.
