1. Update – Redevelopment Projects East and South of Moore Square Park
- Due to market conditions, the Moore Square redevelopment project has run into some issues. The Affordable Housing component is moving forward but the mixed-use development is stalled.
- Council voted to accept the following staff recommendations:
- South site:
- Accept the major points of the offer and accelerate work to finalize terms within 60 days, and agreements in the following months, including all parcels and parking leases.
- East site:
- End negotiations with the LODEN team and initiate steps necessary to market
the property to other potential buyers.
- Open discussions with Raleigh Rescue Mission
- Conduct a market study and present the results to City Council this Fall.
- Based on the market study findings, request authorization from City Council to either make the property available through upset bid or issue a fresh RFP with a requirement to close on the property within a specified time frame.

- The City Manager and staff presented the FY2025-26 Proposed Budget and Five-Year Capital Improvement Program (CIP). Materials for the FY26 Proposed Operating and Capital Improvement Program will be made available during the May 20, 2025 Budget Presentation on the City’s Budget and Management Services webpage, at budget.raleighnc.gov.
