HIGHLIGHTS
- North Hills rezoning public hearing will be the first item on the public hearing agenda tonight
- Councilor Harrison named Mayor Pro Tem
- After fire, anticipate being able to re-occupy the Convention Center in next day or two while other repairs are ongoing
- New City Hall project is on schedule to achieve final completion in March 2027 – on time and on budget
- Duplex Village – Unanimously authorized a conditional commitment of $2,880,000 in 2020 Affordable Housing Bond funds to BRAD, or its designated ownership entity, as gap financing and adopted the resolution to lease the site to BRAD as requested to build a 120-unit affordable rental development for low-income households.
- Unanimously authorized Sale of Environmental Credits Generated by the use of Renewable Natural Gas – Bioenergy Recovery Facility
- Rezoning Z-9-25 – 4500 Western Boulevard, northeast of the intersection with Blue Ridge Road (District D) – Approved 5 to 3 with Councilors Patton, Harrison, and Jones voting against
- Rezoning Z-27-25: 721 & 725 Grove Avenue, at the intersection of Scarlet Maple Drive (District D) – unanimously approved
- Unanimously agreed to change name of Growth & Natural Resources Committee to Housing and the Environment. Unanimously agreed to change name of Safe, Vibrant, and Healthy Communities Committee to Community Safety and Quality of Life.
- TRANSPORTATION AND TRANSIT COMMITTEE will meet January 29 from 3-5pm to discuss citizen-initiated street closures
- Mayor Pro Tem Harrison will hold District D Neighborhood Alliance (DDNA) meeting on January 17 at 9:30am at the Crowder Center. She also requested that Council consider moving $48k from Capital Reserves to council contingency funds to provide more assistance to vulnerable communities.
- Councilor Jones will hold District E meeting on January 14 from 6-8pm at La Cucina Italian Restaurant and her Book Club meeting on January 17 from 9:30-11:30am at the New World Café.
- Councilor Silver tentatively scheduling District A meeting on January 29 with location TBD.
- Unanimously directed City Attorney to draft a resolution authorizing adoption of the NC DHHS model ordinance regarding non-smoking.
- Rezoning Z-34-25: North Hills, at the interchange of I-440 and Six Forks Road (District A) — Unanimously approved holding the hearing open until January 20. Also voted to discuss transportation and transit issues on Six Forks Road at next meeting of Transportation & Transit Committee on January 29
- Street Closing STC-04-2025: McLean Drive Right-of-Way — unanimously approved
- Rezoning Z-11-25 2230 South New Hope Road, north of its intersection with Rock Quarry Road (District C) — By a 6-2 vote Council approved applicant request to delay public hearing until January 20 for more discussion about conditions regarding affordable housing
- Rezoning Z-26-25: Leesville Road, at the intersection of Englehardt Drive and Leesville Road (District E) — unanimously approved
- Rezoning Z-33-25: Gresham Lake Road, east of I-540 (District A) — unanimously approved brining back as a special item on January 20th to set a February 3rd public hearing

- Rezoning Z-31-25 516 North Blount Street, North of Polk Street Intersection (District C) – unanimously agreed to extend Planning Commission deadline by 45 days.

Raleigh Convention Center Fire Damage – Updates and Emergency Resolution
- Anticipate being able to re-occupy Convention Center in next day or two while other repairs are ongoing
- Six events cancelled or relocated; 34 events for Q1 will proceed on original or modified schedules; only one cancellation; retained $4M in booked revenue and over 28k hotel room stays
- Unanimously approved granting City Manager expanded authority to enter into contracts and to approve budget transfers through 6/30/2026
Project Update – New City Hall
- The project is on schedule to achieve final completion in March 2027 – on time and on budget.
Duplex Village – Authorization of Loan and Land Lease for Affordable Rental Development
- Unanimously authorized a conditional commitment of $2,880,000 in 2020 Affordable Housing Bond funds to BRAD, or its designated ownership entity, as gap financing and adopted the resolution to lease the site to BRAD as requested to build a 120-unit affordable rental development for low-income households.
Resolution – Authorize Sale of Environmental Credits Generated by the use of Renewable Natural Gas – Bioenergy Recovery Facility
- Unanimously adopted the resolution to authorize staff to develop an electronic auction procedure; hold a public auction for the sale of environmental credits generated; and proceed with the sale/ transfer of the Renewable Identification Numbers (RINs).
