Highlights
- Mayor Pro Tem Melton absent and excused from April 8 Budget Work session and from April 9 Afternoon Work Session and Evening Public Comment session.
- Budget work session included recommendation for a $.70/month increase in garbage, yard waste, and recycling fees.
- Afternoon work session included a tour along the New Bern Avenue corridor and continued discussion of TOD zoning. Conversation will continue at May 7 meeting with emphasis on some segments of the corridor and with information about funding for projects to help address issues that might result from zoning changes.
- Mayor Baldwin announced that public comments will be moved to the end of the agenda for the April 16 afternoon meeting due to the large number of items on the agenda.
- Public comments focused on first responder pay and benefits, preservation, affordable housing, parks, and international issues.

- Staff is recommending transitioning to a full enterprise financial model over the next five years, which means fees cover all operating expenses
- Recommending an increase in FY25 budget for garbage, yard waste, and recycling fees from $22.40/month to $24.10/month, a $.70 increase

- Would like to hire a Grants Program Manager to review the grants process
