Philip Brown is a business owner, husband of 18 years, and father of three sons. He and his wife are both multigenerational Raleigh natives who are deeply invested in preserving the city’s character while supporting thoughtful growth. Through his leadership in neighborhood advocacy, he has worked to educate residents about the planning process and encourage meaningful public participation.

Philip sent documentation of his concerns with Raleigh’s rezoning process to local media and we are publishing his data with his permission: 

I’m writing on behalf of residents surrounding the Z-43-25 rezoning case at 6309 Litchford Road.

What began as concerns over one rezoning proposal has developed into a much larger concern about the transparency and integrity of the process itself.

Over the course of this case, we have documented 14 separate issues involving public notice, procedural decisions, access to information, public records delays and communications surrounding the case. We have raised many of these concerns with the City as they occurred, but the pattern has continued.

Most importantly, we are now 70 days into a public records request that we believe could provide critical context and answers—while this case continues moving toward a final decision.

I’ve included a detailed account of what residents have documented and the questions we believe deserve examination.

We are not asking anyone to assume wrongdoing. We are asking for transparency and for the evidence to establish what actually occurred.
