  • Councilor Jones moved to send Z-50-21: Fairview Road and Bickett Boulevard to Transportation Committee September meeting with public hearing scheduled for October 3; unanimously approved
  • Staff presented an update to address the many problems raised at last council meeting with GoRaleigh Access Paratransit Program. Councilor Black asks that there be better and more active community engagement before introducing major changes to services. Also asked for more follow-up on call center statistics.
  • Civil Service Act – Exemption by Position – Councilor Patton and Councilor Jones asked for further definitions on some of the terms. Mayor Baldwin moved to approve so that six pending cases can be heard, but also ask staff to continue responding to council concerns. Councilors Black and Harrison suggest reviewing information and bringing back in two weeks and that was agreed.

  • Next meeting of Growth and Natural Resources Committee will be on 9/26 at 4pm regarding omnibus text changes and NC Wildlife Resource Commission green growth toolbox, which will relate to native plant landscaping
  • Councilor Harrison moved that public safety be discussed at next meeting of the Safe, Vibrant & Healthy Communities Committee, including regular review of data and focus on proactive solutions. Meeting scheduled for 9/26 at 11:30am.
  • Next meeting of Transit & Transportation Committee will be held on 9/28 at 3pm to discuss Z-50-21
  • Councilor Patton asked lobbyist to raise concerns to Wake delegation about LGBTQ+ issues out of concerns regarding economic development. Also raised issues about increased blasting across the City to include notification and oversight. Asked that staff provide a feasibility report on program focused on rent relief and providing stability.
  • Councilor Black asked for better conversations about CACs (not just about where they can meet) and better community engagement in a work session sooner rather than later.
  • Mayor Pro Tem Branch wants to look at community engagement, not just where CACs can meet. District C meeting on 9/16 at Biltmore Hills from 10-11am during a community day being hosted by a nonprofit. Moved for a text change to look at digital billboards; unanimously approved. Mayor touted this for community engagement.
  • Councilor Jones will host district meetings on 9/14 from 7-9pm and 10/12 from 7-9pm
  • Councilor Harrison hosting District D meeting on 9/16 at 9:30am at Crowder Center and will include trash clean-up from 10am – 12noon.
  • Mayor Baldwin asked for work session to update on possible Transportation Bond as well as analysis on bond spending for Affordable Housing
  •  Petition Annexation AX-12-20 and associated rezoning Z-16-20 (Hodge Road Assemblage approved 6 to 2 with Councilors Black and Jones opposed
  • Rezoning Z-72-22: S Blount Street would remove property from the Prince Hall Historic Overlay District (HOD). Applicant requested that hearing be deferred so that they can go through the COA (Certificate of Appropriateness) process and perhaps not have to request withdrawal from the HOD. Unanimously approved deferral to December council meeting.
  • Rezoning Z-90-22: Rock Quarry Road & Diamond Drive unanimously approved.
  • Rezoning Z-15-23: Between S West Street and S Harrington Street unanimously approved.
  • Text Change to Zoning Conditions TCZ-16-23: Midtown Exchange: Request is to amend zoning conditions, including to allow a heliport. Unanimously approved.
