Public Meeting – June 9, 2026

The City of Raleigh Planning Commission will conduct a public meeting on Tuesday, June 9 at 9 a.m. at the Raleigh Municipal Building, 222 West Hargett Street in the City Council Chamber. Planning Commission meetings can be viewed on the city’s website and RTN 11.

Requesting approval of draft minutes from May 26, 2026 Planning Commission Meeting

The following item was discussed during the March 18, 2026 and May 20, 2026 Text Change Committee meetings: Text Change TC-1-26 School Lot Area Amendment. A member of the public has requested an amendment to UDO Sec. 6.3.1.D.2.b, which currently requires all schools to provide 500 square feet of lot area per enrolled pupil. The proposed change would retain this requirement citywide except when a school site meets the following conditions: It is located in a Mixed Use zoning district; AND the lot does not immediately abut any area zoned R-1, R-2, R-4, or R-6.

The committee voted unanimously (3-0) to recommend approval of the text change.

This request would increase the maximum number of dwelling units that could be built, allow additional building types, and allow for residential, commercial, and office uses.

The item first appeared at the May 26, 2026, Planning Commission. The request was deferred to allow the applicant to consider revising conditions. The applicant submitted unsigned revisions on May 29, 2026, which add “vape shop” to the list of prohibited uses identified in Condition 1 and offers a new Condition 3 which would require a 20-foot-wide Type 2 Protective Yard along the site’s western and southern property lines for any site plan proposing a non-residential use. Provided signatures are received by Friday, June 5, 2026, the Planning Commission may consider the revisions in making their determination.

This request was deferred from the May 26, 2026, meeting to allow applicant to consider amendments to the request. No amendments have been submitted.

This request would increase the maximum number of dwelling units that could be built; increase entitlement for residential, commercial, and office uses; increase the maximum allowable height from three (3) to 12 stories; and require dedicated affordable housing units.

The applicant submitted unsigned revisions on May 29, 2026, which updates the language of Condition 2 to tie the affordability period to the 700th unit constructed on the property. Provided signatures are received by June 5, 2026, the Planning Commission may consider the revisions in making their determination at their June 9, 2026, meeting.

From the Planning Commission Rules of Procedure:
The Planning Commission shall elect a Chairperson and Vice Chairperson in June each year. These officers shall serve a one-year term and will continue to serve until a successor has been selected by the Commission.

The Chairperson shall preside over all regular meetings of the Planning Commission. The Chairperson shall appoint the members of the regular subcommittees. The Vice Chairperson shall serve as Chairperson at a meeting in the event of absence or abstention of the Chairperson. The Vice Chairperson shall serve as the Chairperson of the Committee of the Whole.

Chairperson Otwell and Vice Chairperson Cochran were elected in February to serve the remainderof the July 1, 2025 – June 30, 2026 term of office. The Planning Commission may elect them to continue to serve or elect other members to serve in these roles for the term of July 1, 2026 – June 30, 2027.
