New Business B.1 TC-5-26: Daycare Amendments At the August 18, 2026 City Council meeting, the Raleigh City Council authorized staff to prepare a draft ordinance to reduce regulatory barriers to childcare facilities. The text change will consider potential amendments to increase enrollment limits and allow non-resident employees for home daycares, as well as streamline the approval process for daycare centers in residential districts by replacing the Special Use Permit requirement with clear, objective use standards.
