TC-5-26: Daycare Amendments

At the August 18, 2026 City Council meeting, the Raleigh City Council authorized staff to prepare a draft ordinance to reduce regulatory barriers to childcare facilities. The text change will consider potential amendments to increase enrollment limits and allow non-resident employees for home daycares, as well as streamline the approval process for daycare centers in residential districts by replacing the Special Use Permit requirement with clear, objective use standards.

The Text Change Committee is a subcommittee where changes to the zoning code, known as the Unified Development Ordinance, are discussed. This subcommittee reviews the language of any potential code change.
