The Dix Park Leadership Committee exists to provide guidance to City staff, the Conservancy, and other partners on the implementation of the Dorothea Dix Park Master Plan. The Leadership Committee is supported by City staff and will make recommendations to the Raleigh City Council, which has final approval on the implementation of the Master Plan. MEETING CALLED TO ORDER BY THE CHAIR ITEMS TO BE DISCUSSED B.1 Item 24-02: Hours of Operation - Commercial Trash Pickup At previous committee meetings the City Attorney’s Office has presented information on how other cities handle late night and early morning collection practices around commercial trash pickup, and presented a survey of the potential impact of time restrictions on commercial haulers. The committee will continue to consider and evaluate potential adjustments. . The staff presentation from the August 26 meeting of the committee is included with the agenda materials. B.2 Item 24-01: Commercial and Residential Use - Conflicts (3/18/25) & Intersection of Hospitality/Nightlife Areas and Residential (5/6/25) After a previous committee meeting, this item was discussed by the full City Council at its July 1 meeting. The Fayetteville Street Streetscape Plan project kicked off in January 2025 and is now halfway through completion. Staff presented an update to City Council at their regular meeting on September 2, reviewing the engagement held to date, the proposed design of the project, and potential implementation strategies. The item was deferred to ED&I Committee for further discussion. Staff will present a brief summary of the project and provide additional details on implementation plan for further discussion. .
