Design Review Commission

Public Meeting – May 7, 2026

The City of Raleigh Design Review Commission will conduct a public meeting on Thursday, May 7 at 4:30 p.m. at the Raleigh Municipal Building, 222 West Hargett Street in the City Council Chamber.

WHEREAS Kimco Raleigh LP, property owner, requests the following design alternates: (1) complete relief from the primary street-facing entrance for Building A required per Unified Development Ordinance (UDO) Sections 3.4.5.F and 1.5.8; (2) complete relief from the primary street-facing entrance for Building B required per UDO Sections 3.4.5.F and 1.5.8; (3) complete relief from the ground story transparency on the south building façade of Building A required per UDO Sections 3.2.5.F and 1.5.9; and (4) complete relief from the ground story transparency on the south building façade of Building B required per UDO Sections 3.2.5.F and 1.5.9; in order to construct two general buildings on the approximately 30 acre site zoned CX-3-PL located at 6204 and 6250 Glenwood Avenue.
WHEREAS KM North Hills Midine Owner LLC, property owner, requests the following design alternates to the Avenue 2-lane Undivided standards in UDO Section 8.5.5.A for Quail Hollow Drive: (1) to permit a right-of-way width of 64 feet instead of 66 feet; (2) to permit a back-of-curb to back-of-curb width of 36 feet instead of 27 feet; (3) to permit no maintenance strip on both sides of the cross-section; (4) to permit a sidewalk width of 8 feet instead of 6 feet on each side of the cross-section; (5) to provide no buffer on each side of the cross-section; and (6) to permit bike lane below the curb on each side of the cross-section. The property owner also requests (7) a design alternate to the Main Street Parallel Parking standards in UDO Section 8.5.5.D for Navaho Drive to permit tree lawn instead of tree grates, and (8) a design alternate to the Main Street Parallel Parking standards in UDO 8.5.5.D for Oakline Drive to permit tree lawn instead of tree grates. All requests are in conjunction with the development of a subdivision (SUB-0068-2026) located at 901 Navaho Drive zoned CX-20-UL-CU.
WHEREAS City of Raleigh, property owner, requests the following design alternates: (1) for relief from the Avenue 2-Lane Divided right-of-way dedication required per UDO Section 8.5.5.B; and (2) to construct a driveway onto Summit Avenue located 90 feet away from the intersection of Summit Avenue and Water Works Street in lieu of the minimum 150 foot required per Raleigh Street Design Manual (RSDM) Section 9.5. All requests are in conjunction with a Cottage Court development (ASR-0073-2025) locatedat 15 Summit Avenue zoned RX-4.
