Make Your Voice Heard! The City of Raleigh invites all community organizations, neighborhood residents, business organizations, and other stakeholders to share their input on the draft 2023-24 Annual Action Plan (AAP). FY2023-2024 Draft Annual Action Plan FY2023-2024 Draft Annual Action Plan Summary  The AAP describes how the City of Raleigh intends to allocate housing and community development funds in the upcoming fiscal year. Fiscal Year 2023-2024 is the fourth year of the 2021-2025 Five-Year Consolidated Plan (ConPlan). The City must submit an Annual Action Plan for every year of the ConPlan, describing how this year’s activities will address the long-term housing and community development goals identified in the ConPlan. The Annual Action Plan identifies strategies, resources, and organizations that can help advance key priorities in the coming year.

Background The Annual Action Plan (AAP) serves as an application for and guides City expenditures of federal Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), and Emergency Solutions Grant (ESG) funds, as well as related local funds for the City’s fiscal year July 1, 2023, through June 30, 2024. The U.S. Department of Housing and Urban Development (HUD) provides these funds to the City to help address the needs of low- and moderate-income persons as outlined in the City’s Five Year Consolidated Plan.
