Public Meeting – June 23, 2026

The City of Raleigh Planning Commission will conduct a public meeting on Tuesday, June 23 at 9 a.m. at the Raleigh Municipal Building, 222 West Hargett Street in the City Council Chamber. Planning Commission meetings can be viewed on the city’s website and RTN 11.

Requesting approval of draft minutes from June 9, 2026 Planning Commission Meeting

This request would increase the maximum number of dwelling units that could be built and increase entitlement for residential, commercial, and office uses. A portion of the site is outside the ETJ and eligible to be annexed into the City of Raleigh per interlocal agreement with Durham.

This request last appeared as New Business on the Planning Commission‘s May 26 agenda. For public comment, there is no time remaining for those in favor and 3:48 remaining for those in opposition. At that meeting, the Planning Commission deferred action to their June 9, 2026, meeting to allow more time to consider the request.

This request would increase the maximum number of dwelling units that could be built, allow additional building types, and allow for residential, commercial, and various office uses. There are three proposed conditions associated with this request. The first condition prohibits detention centers, jails, prisons, and vehicle fuel sales. The second condition prohibits vape and tobacco shops. The third condition prohibits internet or electronic sweepstakes cafés or parlors.

This request previously appeared on the Planning Commission’s June 9 agenda. For public comment there is 4:25 remaining for those in favor and 6:45 remaining for those in opposition. At that meeting, the Planning Commission deferred action to their June 23, 2026, meeting to allow for more time to consider the request and for the applicant to consider revising the request. Unsigned zoning conditions were received on Friday June 12th, 2026, and signed conditions will need to be received by Thursday June 18th, 2026, to be considered by the Planning Commission.

This request is to allow for increased residential entitlement.

During their June 2 meeting, the City Council referred this request back to the Planning Commission. The applicant has submitted an amended application and conditions. Instead of seeking R-10-CU, the applicant is requesting R-6-CU. Changes to previous conditions include prohibiting cemetery as a use, reducing the limit on principal dwelling units from 54 to 47 and adding in language regarding how site access is addressed.
This request was previously reviewed by Planning Commission during the March 10 and April 14. Planning Commission recommended denial (8-1) of the R-10-CU request. .

CP-1-26 is a privately-initiated request submitted by Lennar Carolinas, LLC to amend the Street Plan Map (Map T-1) in the 2030 Comprehensive Plan to re-designate Old Crews Road between Buffaloe Road and Old Milburnie Road from an “Avenue 4-Lane, divided” to an “Avenue 2-Lane, Divided” street.
