Special Committee on Council Advisory Boards and Commissions

The Special Committee on Council Advisory Boards and Commissions will meet on October 2, 2025 at 10:00 a.m. in the Council Chambers of the Raleigh Municipal Building (222 W. Hargett St, Raleigh NC 27601, Suite 201) for the purpose of discussion of committee business.

The City of Raleigh has transitioned to a new software program that manages agendas, documents, and recordings for public meetings. Throughout the year, the City will add more boards, commissions, and committees to the new platform so everything will be available in one place.

The City Council Special Committee on Advisory Boards and Commissions was established at the March 18th City Council meeting and was charged with reviewing the structure, bylaws, composition, and other matters related to the city’s advisory boards and commissions. After several Special Committee Meetings and a Public Comment Session for board and commission members, the committee made several recommendations that have been adopted by City Council. The approved changes include:

  • The adoption of a standard bylaw template to be used by all boards and commissions;
  • The approval of a document offering guidance to members of Council serving as liaisons to a board or commission;
  • The adoption of a resolution authorizing the dissolution of the Historic Cemeteries Advisory Board and consolidation with the Historic Resources and Museum Advisory Board;
  • The adoption of an ordinance to rename the Fair Housing Hearing Board to the Fair Housing Advisory Board; and
  • The adoption of an ordinance renaming the Mayor’s Committee for Persons with Disabilities (MCPD) to the Raleigh Commission for Persons with Disabilities, aligning the board’s appointment, term, and removal process with other advisory boards and commissions.

Outstanding items for the consideration of the Special Committee include:
  • Direction on the potential reorganized composition of the Human Relations Commission, Hispanic & Immigrant Affairs Board, Substance Use Advisory Board, African American Affairs Board*, Raleigh Transit Authority, and the Bicycle & Pedestrian Advisory Commission
  • Consideration of a name change for the Raleigh Transit Authority
  • Direction on next steps for the Community Engagement Board
