Raleigh Historic Development Commission

Public Meeting – March 11, 2026

The Raleigh Historic Development Commission will conduct a public meeting on Wednesday, March 11 at 8:30 a.m. at the Raleigh Municipal Building, 222 W. Hargett Street in the City Council Chamber.

This is an opportunity for the public to comment on items or issues that are otherwise not on the agenda. Please limit comments to 3 minutes per speaker.

In accordance with City Council’s adopted recommendations, voicemail public comments are available to the public for RHDC. This option does not apply to the COA Committee and quasi-judicial hearings.

Residents may phone in ahead of the meeting and leave up to a three-minute voicemail message. Comments provided via the voicemail feature will be uploaded here the evening before the RHDC meeting.

Raleigh Parks will provide a brief overview of the Nash Square Public Realm Plan project and engagement opportunities.

 

Recommended Action: Identify a commissioner to participate in the Arts and Culture Focus Group on behalf of RHDC.

The site is located within the Depot National Register Historic District (NRHD). The property at 307 W Martin St is a contributing property in the district containing two ca. 1919 & 1925 2-story brick commercial structures. The properties at 311 Commerce Pl and 322 W Davie St are noncontributing surface parking lots.

Metra Sheshbaradaran, case planner, will make a brief presentation on the application and its current status. Additional documentation on the case can be found on the City’s Rezoning Cases webpage (visit raleighnc.gov search term: rezoning cases). The RHDC staff memo providing additional analysis is attached.
Recommended Action: Vote to recommend a decision on the application to City Council.

In advance of the upcoming Historic Design Standards update project, staff will lead a guided discussion of the current design standards used to review Certificates of Appropriateness.

 

Recommended Action: Provide feedback that will be shared with the consultant.
