Public Meeting – March 24, 2026
The City of Raleigh Planning Commission will conduct a public meeting on Tuesday, March 24 at 9 a.m. at the Raleigh Municipal Building, 222 West Hargett Street in the City Council Chamber. Planning Commission meetings can be viewed on the city’s website and RTN 11.

This is a rezoning jointly initiated by Wake County and the City of Raleigh. It would allow Wake County to pursue development of an animal shelter.

This request last appeared as New Business on the March 10, 2026, Planning Commission agenda. At that meeting, the Planning Commission deferred action to their March 24, 2026, meeting to allow the applicant to consider revisions to the request. For public comment, there is 2:08 remaining for those in support and 8:00 remaining for those in opposition.

The applicant submitted draft revisions on March 13, 2026, followed by signed revisions on March 18, 2026, which reduce the requested height from five (5) stories to three (3) stories. They also submitted revised conditions which add a new condition prohibiting uses, including retail, and would remove retail use mixes and add clarifying language to Condition #1. Condition #3, which would exempt the property from Block Perimeter requirements in the UDO, remains unchanged.
