The phrase revenue (or value) capture refers to various revenue raising instruments that local governments can employ to realize as public revenue a portion of the increase in land values arising from public infrastructure investments or land use policy changes. A staff presentation will focus on the primary value capture tools available in North Carolina, which include various types of special taxing districts as well as bonus-based zoning incentives. The presentation will also touch on tax increment finance, development agreements, and conditional zoning.

    This year, National Night Out was observed by police departments all over the country on Aug. 6, however, many events in Raleigh were canceled or rescheduled due to Tropical Storm Debby.   • Naloxone Training for Save A Life Day

    In honor of Save a Life Day, Wake County Government, Raleigh Parks, and the NC Harm Reduction Coalition are sponsoring a free naloxone training event. This important session will teach participants how to recognize and respond to opioid overdoses using naloxone, a medication that can save lives.     Tim Beatley is coming to Raleigh!  Date is Sept. 25th at All Faith’s Chapel on Dix Park.  The talk begins at 5:30.  Please help spread the word with colleagues as well as with members of Raleigh’s boards and commissions.  Does the name ring a bell but you don’t remember the connection?  Tim Beatley is the founder of the Network of Biophilic Cities.  Raleigh is a member of the Network but apparently this status is not well understood or appreciated.  Help spread the word. https://dorotheadixpark.org/event/being-biophilic-city-raleighs-present-future-sustainable-design Understanding the significance of Raleigh’s status as a member of the Network of Biophilic Cities is vital when considering how our city is being built as it grows.  Would you like to see more green wall planters on our tall parking decks?  Would you like to see roof top gardens providing habitat for birds and a green outdoor space for people living in tall buildings?  Would you like to see more tree lined streets and plants that attract butterflies, bees and birds as well as more stormwater retention gardens?  There are many innovative environmentally wise projects Raleigh could be implementing IF we citizens knew of them.  Let’s learn what other cities are doing!
