Public Meeting – December 10, 2025
The Raleigh Historic Development Commission will conduct a public meeting on Wednesday, December 10 at 8:30 a.m. at the Raleigh Municipal Building, 222 W. Hargett Street in the City Council Chamber.

This is an opportunity for the public to comment on items or issues that are otherwise not on the agenda. Please limit comments to 3 minutes per speaker.
In accordance with City Council’s adopted recommendations voicemail public comments are available to the public for RHDC. This option does not apply to the COA Committee and the quasi-judicial hearings.
Residents may phone in ahead of the meeting and leave up to a three-minute voicemail message. Comments provided via the voicemail feature will be uploaded here the evening before the RHDC meeting.

One historic landmark designation report has been received:
Unitarian Universalist Fellowship of Raleigh (UUFR), 3313 Wade Ave
The architectural historian consultant will make a brief presentation on the designation report.
Historic resources provide the special character and scale that distinguish Raleigh from other places. The designation of historic landmarks is one of the tools to nurture Raleigh’s distinctive places, neighborhoods, and landscapes that make our city unique.
Recommended Action: Receive as information.

During public comment at the October 8th RHDC meeting, Frank Haynes, Boylan Heights Neighborhood Association president, identified the garage at 907 W Lenior Street in the Boylan Heights Historic Overlay District as possibly undergoing demolition by neglect. Per the Demo by Neglect Procedure (attached) RHDC may send an advice letter to the property owner. This letter lets the owner know that deterioration has been observed, what the Demolition by Neglect means per UDO Article 11.8 and gives then 6 months to begin making repairs. After 6 months, the matter will be brought back to RHDC for review.
Recommended Action: Vote on whether or not to send an advice letter.

The City of Raleigh is a Certified Local Government (CLG) in North Carolina under the Federal historic preservation program. As a CLG, Raleigh plays an important role in a national initiative to preserve the unique and valuable historic character of over 2,100 communities across the country. The CLG program provides for increasing local involvement in preservation and offers technical assistance and grants to participating local governments.
One of the requirements to maintain CLG certification is to submit an annual report to the State Historic Preservation Office. A cover memo and draft report is attached.
After affirmation by RHDC, staff will send the report to the Mayor for concurrence.
Recommended Action: Approve the draft report with any edits and authorize the Chair to affirm that the City meets all the standards of CLG certification.

Draft revised Rules of Procedure reflecting the recently approved text change (TC-3-24) and the City Council adopted template are attached along with the current rules.
After approval staff will submit the new Rules of Procedure for routing to City Council for approval.
Recommended Action: Adopt the Rules of Procedure.
The attached report includes the status of recent RHDC reviews, upcoming historic preservation related events, and CLG training opportunities.
