The City of Raleigh Planning Commission will conduct a public meeting on Tuesday, January 27 at 9 a.m. at the Raleigh Municipal Building, 222 West Hargett Street in the City Council Chamber. Planning Commission meetings can be viewed on the city’s website and RTN 11.

This is a rezoning request to reduce the amount of permitted commercial development and increase the amount of permitted residential development.

This request was held at the January 13, 2026, Planning Commission to allow the applicant to revise rezoning conditions. Revised conditions were submitted on January 16, 2026. Revisedconditions reduce the amount of overall residential development from 650 units to 625 units. The revision also include two new zoning conditions: 1) a requirement that a minimum of twelve and a half percent (12.5%) of the site area subject to the rezoning shall be set aside as ‘Open Area,’ which the condition goes on to define; and 2) the requirement for a Type 2 Protective Yard between the subject site and the adjacent developments

The Planning Commission opened this case on January 13, 2026 and deferred to this meeting to allow the applicant to reconsider conditions and to allow the RHDC to review the case on January 14, 2026. Draft revised conditions were received on Friday, January 16, 2025. Revisions to conditions include addition of regulations for structural setbacks, pedestrian access on Wake Forest Road, restrictions involving parking structures, and height limitations along Mordecai Drive.

This case was referred back to the Planning Commission by the City Council on January 6, 2026 to review changes to the conditions made by the applicant and to make a recommendation. Revisions to conditions include several alterations to proposed conditions based on the input from the pubic and Planning Commission and includes a new condition restricting vendor delivery times.

Proposed conditions prohibit certain uses, limit surface parking, provide pedestrian connection from the site to Chappell Drive, require the ground floor of any parking structure to include specified active uses, and require tenant notification for future demolition.

The case first appeared as New Business on the January 13, 2026, Planning Commission agenda. Since then, the applicant has submitted unsigned conditions. Revised conditions require ground story parking structures to include active uses and expand the requirements for tenant notice confirmation prior to residential building demolition. Provided signatures are received by Friday, January 23, 2026, the Planning Commission may consider these revisions in making their determination.

Recommended Action: Conduct the public hearing. At the conclusion of the public hearing, City Council may choose to act on the case or defer for further review. Alternately, the City Council may choose to continue the public hearing to a future date. The appropriate consistency statements are included in the agenda materials. If Council acts on the case, any ordinance approved shall be adopted this day and shall become effective five days following a favorable vote.
