The City of Raleigh Planning Commission will conduct a public meeting on Tuesday, January 13 at 9 a.m. at the Raleigh Municipal Building, 222 West Hargett Street in the City Council Chamber. Planning Commission meetings can be viewed on the city’s website and RTN 11.

The request is to rezone 17 parcels located along Avent Ferry Road, Broadwell Drive, Sure Court, Steadfast Court, and Chappell Drive from Residential-10 with Special Residential Parking Overlay District, Residential Mixed Use – 3 Stories with Special Residential Parking Overlay District, and Conservation Management with Special Residential Parking Overlay District (R-10 w/SRPOD, RX-3 w/SRPOD, & CM w/SRPOD) to Residential Mixed Use – 4 Stories – Conditional Use with Special Residential Parking Overlay District (RX-4-CU w/SRPOD). Proposed conditions prohibit certain uses, limit surface parking, provide pedestrian connection from the site to Chappell Drive, and require tenant notification for future demolition.

On July 1, 2025, the City Council adopted a uniform template for rules of procedure for City advisory boards. Staff, in conjunction with the City Attorney’s Office, incorporated the Planning Commission’s existing rules of procedure into the template, and further offered certain recommended revisions to those rules to reflect the Commission’s current practices. Of note, the Planning Commission’s duties and responsibilities are specifically defined in N.C.G.S. Chapter 160D and UDO Article 10, and therefore, the Rules of Procedure are written to reflect those statutory and UDO-described duties and responsibilities.
