The Raleigh Historic Development Commission will conduct a public meeting on Wednesday, September 10 at 8:30 a.m. at the Raleigh Municipal Building, 222 W. Hargett Street in the City Council Chamber.

At the July 9, 2025 meeting the Commission voted to make a formal investigation of the property in light of the Demolition by Neglect Standards. Commissioners have prepared an evaluation which will be presented at the meeting and is available as an attachment.
  • Recommended Action: Apply the Demolition by Neglect Standards (UDO 11.8.5) and make a determination as to whether the property is undergoing Demolition by Neglect.

At the August 18 annual retreat, RHDC approved the attached fiscal year 2025 Annual Report and fiscal year 2026 proposed Work Plan. Both will be presented to City Council on September 16 – the Annual Report as information and the Work Plan for approval.

The site is located within the Oakwood Historic Overlay District (HOD-G) and the Oakwood National Register Historic District. The property is a noncontributing property in the district containing a 2006 infill 2-½ story house and 1-story garage.

  • Recommended Action: Vote to recommend a decision on the application to City Council.

The site is located within the Blount Street Historic Overlay District (HOD-G). The property is historic and contributing to the district. The lot contains a ca. 1930 2-½ story primary structure and 1-½ story deteriorated garage. The Blount Street HOD-G designation report is linked in the staff memo for reference.

Criteria for Designation
No building, structure, site, area or object shall be recommended for designation as a historic landmark unless it is deemed and found by the Historic Development Commission to be of special significance in terms of its historical, prehistorical, architectural, archaeological and cultural importance and to possess integrity of design, setting, workmanship, materials, feeling and association.
  • Recommended Action:Vote to recommend to the City Council that the application be referred to the Department of Natural and Cultural Resources, Division of Archives and History for its analysis and comments and to authorize a joint public hearing.

A draft ordinance for changes to the historic preservation related sections of the Unified Development Ordinance (UDO) has been prepared. The amendment is largely based on ensuring that these sections align with state law; specifically, N.C. General Statutes Chapter 160D. The text change also addresses staff identified issues in the code that warranted further review and revision. Staff will present the proposed changes and the review process. The draft ordinance and a staff memo are attached.
  • Recommended Action: Vote to recommend to the Planning Commission approval of the text change, approval with edits, or defer action to the October 8, 2025 meeting.
