The parcels were previously rezoned by Z-92-22 and subsequently reverted to their previous zoning following retroactive changes to state law. Initiation of this request was authorized by City Council in response to the changes and owner consent has been obtained for all parcels included. \n  \nFive of the lots are located within the Oakwood Historic Overlay District (HOD-G) and the Oakwood National Register Historic District (NRHD). The properties at 15 S Bloodworth St\, 100 N Person St\, 311 E Edenton St\, 325 E Edenton St are contributing historic resources in the district. The property at 307 E Edenton St is a noncontributing surface parking lot. Two additional properties have achieved Study List status (1313 New Bern Ave) or received a Determination of Eligibility (203 S Tarboro St) for listing on the National Register. The Richard B.
