DESCRIPTION:Public Meeting – April 28\, 2026\n\n\n\n\n\n\n\n\n\n\n\n\nThe City of Raleigh Planning Commission will conduct a public meeting on Tuesday\, April 28 at 9 a.m. at the Raleigh Municipal Building\, 222 West Hargett Street in the City Council Chamber. Planning Commission meetings can be viewed on the city’s website and RTN 11. \nFor more information about the meeting\, please contact Bynum Walter or visit the Planning Commission webpage. \n\n\n\nA.\n\nCall to Order\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nB.\n\nPublic Comment\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nC.\n\nConsent Agenda\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nC.1\n\nTC-1-26: School Lot Area Amendment\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nDwight Otwell\, Text Change Committee Chair\nThis is a public – or external – request for a text change to the Unified Development Ordinance. The applicant\, Morningstar Law Group\, requests to modify the minimum school lot area standard of 500 square feet per enrolled pupil contained in UDO Section 6.3.1.D.2.b.\n\n\n\n\n\n\n\n—\n\nRecommended Action: The Text Change Committee met on March 18\, 2026 to review this item but did not issue a recommendation. The Committee is requesting a 60‑day extension to allow additional discussion and staff research. The current deadline for action is May 17.\n\n\n\n\n\n\n\n\nC.2\n\nApproval of Minutes\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nRequesting approval of draft minutes from April 14\, 2026 Planning Commission Meeting \n\n\n\n\n\n\n\n\n\n\n\nD.\n\nReport of Committees\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nD.1\n\nCommittee of the Whole\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nThe Planning Commission Committee of the Whole meets on April 23\, 2026 to discuss the following item. If the Committee refers the item to the full Planning Commission for this agenda\, it may be discussed.\n.\n\n\nRezoning Z-48-25 Lake Boone Trail and Blue Ridge Road\n\n\n\n\n\n\n\n\n\n\n\n\n\nE.\n\nOld Business\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nE.1\n\nRezoning Z-5-26 New Bern Avenue Assemblage\, Along the New Bern Avenue BRT Corridor from Downtown to North Raleigh Boulevard (District C)\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nHiram Marziano\, Planning and Development\n.\nThis rezoning request would change the zoning for 17 parcels within vicinity of the New Bern Station Area Plan. These parcels were previously rezoned through a portion of rezoning request Z-92-22. Changes to state law\, made effective in late 2024\, reverted the zoning districts of some parcels to what they were prior to Z-92-22. As a result\, the city organized this new rezoning request that complies with state law.\n.\nThis request would allow for more diverse mixed-use development\, increased building heights and increased residential entitlement.\n.\nOn April 14\, 2026\, the Planning Commission reviewed this case and heard comments from Staff and the public. The item was deferred to the April 28\, 2026 Planning Commission meeting for further consideration. The public hearing is still open with remaining time for speakers as follows: 7:55 minutes for those in support and 1:54 minutes for those in opposition.\n\n\n\n\n\n\n\n\n\n\n\nF.\n\nNew Business\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nF.1\n\nRezoning Z-3-26 617 West Jones Street and 117 Glenwood Avenue\, Near Southwest Corner of Intersection of Glennwood Avenue and West Jones Street (District D)\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nHiram Marziano\, Planning and Development\n.\nThis request is to allow for increased building height up to 20 stories and residential and commercial entitlement. The request would remove the North Boylan NCOD from 617 West Jones Street.\n.\nThe deadline for Planning Commissioner action is June 27\, 2026.\n\n\n\n\n\n\n\n\n\nF.2\n\nRezoning Z-57-25: 8020 Litchford Road\, 0.27 miles south of I-540 (ETJ)\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nHiram Marziano\, Planning & Development\n.\nThe rezoning is for a 20.27-acre portion of the overall site. The request would rezone the western and northeastern portions of the site to R-6-CU. Proposed conditions apply a density limit to the site\, limit development to the detached house building type\, and prohibit certain uses.\n.\nThe deadline for Planning Commission action is June 27\, 2026.\n\n\n\n\n\n\n\n\n\n\n\nG.\n\nOther Business\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nG.1\n\nReport of the Chair\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nG.2\n\nReport of the Members\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nG.3\n\nReport of the Assistant Director\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nG.3.a\n\nReport of the Assistant Director\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nReceive as information.\n\n\n\n\n\n\n\n\n\n\n\n\nH.\n\nAdjournment\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nThe Commission typically meets on the second and fourth Tuesdays of each month at 9 a.m. The meetings are held at the Raleigh Municipal Building (RMB)\, located at 222 West Hargett Street. The status of transportation projects occurring across the state. The tool consolidates project information into a single accessible location\, helping users quickly identify nearby NCDOT projects\, understand their status\, and access relevant details without needing to navigate multiple systems or contact the Department. Here is a preliminary link to the mapping tool:\nhttps://www.ncdot.gov/projects/ProjectsNearMe/\n\nOne last important matter that is of utmost importance to the sustainability of the Midtown CAC. Our last election was in June 2023. We also need both Chairman\, Vice Chairman and Liaisons for succession planning for now and in the future. The intent is to have an election for new officers in June. If you are interested\, please contact me within the month so we can generate a slate of candidates for the June meeting.\nHope to see everyone next Monday evening.\nThank you\,\nLarry\n\nHybrid Midtown Citizens Advisory Council Meeting\nMonday\, May 18\, 2026\, 7:00-9:00 p.m.\nEastgate Park Community Center\n4200 Quail Hollow Drive \n1) 7:00 Call to Order and Welcome to Midtown CAC \n2) 7:05 Review and Approval of April 2026 Minutes \n3) 7:10 Sergeant Garcia\, Raleigh Police Department\nActivity and Crime Stats Report for Midtown\nQuestion and Answer \n4) 7:20 City Council Updates\nMitchell Silver\, District A\nChristina Jones\, District E \n5) 7:30 Introduction to Osher Lifelong Learning Institute at NC State\nKimberly Mahl\, Business & Communications Coordinator\, OLLI\nChristine Holmes\, Membership Development & Marketing\, OLLI\nNorth Carolina State University \n6) 8:00 Introduction to a New Tool from NCDOT: Projects Near Me\nLee Mai Project Manager\, PMU- Team A Div. 1-4\, 6\nNorth Carolina Department of Transportation \n7) 8:30 Old/ New Business\, Announcements\, Remarks \n8) 9:00 Adjournment\nIn Person Location:\nEastgate Park Community Center\n4200 Quail Hollow Drive\, Raleigh\, NC 27609 \nVirtual:\nZoom Meeting Link:\nAvailable by Request \nVisit our Midtown CAC Facebook page:\nhttps://www.facebook.com/MidtownCAC
