The process is nearing completion with a concept plan and design standards developed to guide the future evolution of the street. The proposed Fayetteville Street Streetscape Plan will establish regulatory streetscape standards for the five blocks of Fayetteville Street between Morgan Street and Lenior Street in downtown Raleigh. The new standards regulate design elements\, such as the sidewalk cross-section\, paving materials\, street furnishings\, landscaping palette\, and street lighting.\n.\nAt the meeting\, staff and consultant (McAdams) will present an overview of the proposed streetscape plan and design standards.\n.\nThe deadline for review and action by the Design Review Commission is November 30\, 2026.\n\n\n\n\n\n\n\n\n\n\n\nD.\n\nDesign Alternates – Old Business\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nE.\n\nDesign Alternates – New Business\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nE.1\n\nDA-09-2026 – 0 Lassiter Mill Road (North Hills Expansion Tower II)\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWHEREAS North Hills Retail Expansion Owner LP and North Hills Condominium Owners Association Inc.\, property owner\, requests the following design alternates from UDO Sections 1.5.9 and 3.2.6.F: (1) complete relief from the 50% ground story transparency required on the building facade facing Lassiter Mill Road; (2) complete relief from the 20% upper story transparency required for the second story on the building facade facing Lassiter Mill Road; (3) complete relief from the 50% ground story transparency required on the building facade facing Interstate 440; and (4) complete relief from the 20% upper story transparency required for the second story of the building facade facing Interstate 440. Jurisdiction of the Commission over transparency matters may be limited by amendments in 2026 to North Carolina law.  The property owner also requests the following design alternates from UDO Section 3.3: (5) complete relief from the 12ft building stepback required along Lassiter Mill Road; and (6) complete relief from the 12ft building stepback required along Interstate 440 in order to construct a mixed use building on approximately 1.02 acre property zoned CX-20-CU-SHOD-2 located at 0 Lassiter Mill Road (ASR-0024-2026).\n\n\n\n\n\n\n\n\nE.2\n\nDA-11-2026 – 8005 Capital Blvd\, 4150 Capital Hills Dr\, 8701 Durant Rd\, 8901 Durant Rd (Leith Toyota)\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWHEREAS HCH Raleigh RE 5\, LLC and HCH Raleigh RE 4\, LLC\, property owners\, request the following design alternates from UDO Sections 3.2.5.F and 1.5.9: (1) to provide 183sf (8.5%) of transparency in the 0ft to 12ft zone in lieu of the minimum 431sf (20%) required and 131sf (30%) of transparency in the 3ft to 8ft zone in lieu of the minimum 216sf (50%) required on the ground story building façade facing north (Durant Road) of the proposed service building; (2) complete relief from the 20% ground story transparency required on the north building façade facing Durant Road of the proposed car wash building; (3) complete relief from the 20% ground story transparency required on the south building facade facing Capital Hills Drive of the proposed car wash building; and (4) a design alternate from UDO Section 7.1.7 for complete relief from the required perimeter islands\, interior islands\, median islands\, tree coverage\, and parking lot lighting standards for the existing surface parking lots highlighted in the attached exhibit.
