SUMMARY:Five Points CAC Virtual Meeting
DESCRIPTION:Join Zoom Meeting\nhttps://us06web.zoom.us/j/84111555416 \n\n\nHi Five Points:\n \nPlease plan to join us for the March 9th Five Points CAC Zoom meeting.  \n \nCaptain J.R. Manson will give us a police report for recent crime in the Five Points area.\n \nThen we will be joined by Sgt. Madeline Horner and other members of the Raleigh ACORNS (Addressing Crises through Outreach\, Referrals\, Networking\, and Service) team. ACORNS is a proactive unit that works with residents experiencing crises and connects them with appropriate community resources. The team pairs social workers with law enforcement officers to provide support using the most appropriate and least intrusive interventions possible. \n\n\nThis discussion is the follow-up to Captain Manson’s safety presentation in January. During that meeting\, there was interest in hosting a special follow-up session in February. However\, the weather issues in early February created scheduling challenges for me—and likely for others as well. Planning a special meeting later in February would have placed it very close to our regular March meeting\, which is relatively early in March. As a result\, I decided it would be best to continue the discussion at our March meeting.\n \nAlso at our meeting\, we will be joined by Brian Smith\, Natural Resources Superintendent at City of Raleigh Parks\, Recreation and Cultural Resources\, to talk with us about Raleigh’s Biophilic Efforts and Invasive Species Program. \n \nAnd Council Member Christina Jones plans to join us to share a City Council update.\n \nHope to see you all there!\n \nEdie\nChair\, Five Points CAC

SUMMARY:Board of Adjustment
DESCRIPTION:The City of Raleigh Board of Adjustment will conduct a public meeting on Monday\, March 9\, 2026\, at 9 a.m. in the City Council Chamber at the Raleigh Municipal Building\, 222 West Hargett Street. \nFor more information\, please contact Justin Rametta or visit the Board of Adjustmentwebpage. \n\n\n\nA.\n\nCall to Order\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nB.\n\nOld Business\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nC.\n\nNew Business\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nC.1\n\nBOA-0057-2025: 2504 Kenmore Drive\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWhereas\, Kathleen Thornton\, property owner\, requests i) a 2’ variance to the side yard setback requirement as set forth in UDO Section 2.2.1.B.3 for an expansion to a detached house\, ii) a 4.5’ variance to the rear yard setback requirement as set forth in UDO Section 2.2.1.B.4 for an expansion to a detached house\, and iii) a 4.6’ side yard variance and a 9.5′ rear yard variance for a permanent generator\, which takes into account that permanently installed generators associated with residential uses must meet setbacks for the primary structure pursuant to UDO Section 1.5.4.D.2.a in order to construct an addition to an existing detached house\, resulting in 4’ side setback and a 25.5’ rear setback for the addition and a 5.4’ side setback and a 20.5’ rear setback for a generator on a .23-acre property zoned Residential-4 and located at 2504 Kenmore Drive.(Amended from previously advertised request)\n\n\n\n\n\n\n\n\nC.2\n\nBOA-0001-2026: 2500 Oberlin Road\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWhereas\, Beacon Street Budleigh\, LLC\, property owner\, requests a variance in the build-to width and building width within the primary build-to area in an Urban Limited (UL) frontage\, as set forth in UDO Sec. 3.4.7.C\, which requires a build-to maximum area of 20 feet and that 50% of the street frontage be consumed with building width (subject to a 15% reduction if qualifying amenity area is provided in the required build-to\, as is the case here). This requirement is exceeded along the UL frontage on Oberlin Road but along Fairview Road\, only 8.7% of the street frontage is consumed by building width. Giving effect to the reduction allowed by UDO Sec. 1.5.6.C.4\, the building width in the build-to area is reduced from 50% to 35%; therefore a variance reducing the build-to building width requirement from 35% to 8.7% is requested in order to construct a mixed-use building on a .48-acre property zoned both NX-3-UL and R-10 and located at 2500 Oberlin Road.\n\n\n\n\n\n\n\n\nC.3\n\nBOA-0002-2026: 2716 Townedge Court\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWhereas\, John C. Griffin\, III\, property owner\, requests a 6-foot lot width variance from UDO Section 2.2.1.A.2 to allow a 2-lot subdivision where the northern lot fronting Blue Ridge Road will be only 59 feet wide instead of 65’ as required. This request is for an existing .58-acre property zoned R-4 and located at 2716 Townedge Court.\n\n\n\n\n\n\n\n\nC.4\n\nBOA-0003-2026: 807 Halifax Street\, 801 Halifax Street\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWhereas\, 807 Halifax St LLC\, property owner\, requests i.) a variance for complete relief from Build-to requirements set forth in UDO Sec. 3.4.8.C; ii.) a 20-foot variance from 30-foot parking setback requirement set forth in UDO Sec. 3.4.8.D.1 to allow parking to be 10 feet from rights-of-way of Halifax Street and Franklin Street; iii.) a variance for complete relief from requirement that there be no parking or vehicular surface area between building and Halifax Street set forth in UDO Sec. 3.4.8.D.2 where the Urban General frontage is applied; iv.) a 140-foot variance from driveway to driveway spacing requirement on Franklin Street to allow driveway to be placed 60 feet from a driveway on adjoining site\, rather than the required 200 feet set forth in UDO Sec. 8.3.5.C.3.c.; v.) a 140-foot variance from the driveway to street spacing requirement to allow a nonresidential driveway on Franklin Street to be located 160 feet from the intersection of Franklin Street and Halifax Street\, rather than the required 300 feet set forth in UDO Sec. 8.3.5.C.3.d.; vi.) a 160-foot variance from the driveway to street spacing requirement to allow a nonresidential driveway on Halifax Street to be located 140 feet from the intersection of Franklin Street and Halifax Street\, rather than the required 300 feet set forth in UDO Sec. 8.3.5.C.3.d.; vii.) a 2-tree variance from the requirement that 8 understory trees (based on 160 gross linear feet of street frontage) be planted 20 feet apart under existing overhead utilities along Halifax Street set forth in UDO Sec. 8.4.1.D.2\, reducing the number of trees in this location from 8 to 6; and viii.) a 2-tree variance from the requirement that 10 understory trees (based on 200 gross linear feet of street frontage) be planted 20 feet apart under existing overhead utilities along Franklin Street set forth in UDO Sec. 8.4.1.D.2\, reducing the number of trees in this location from 10 to 8; and (ix) a variance for complete relief from UDO Sec. 7.2.5.C to legalize 2 existing nonconforming dumpsters located on the front of the building on Halifax Street and having screening on 3 sides with an enclosure and the fourth side with a solid gate in association with renovating an existing building at 807 Halifax Street and expanding an existing parking lot located at 801 Halifax Street that supports the change of use of the existing general building located at 807 Halifax Street. These requests are for a two-parcel site\, including a .41-acre property zoned DX-7-UG and located at 807 Halifax Street and a .45-acre property zoned DX-7-UG and located at 801 Halifax Street.\n\n\n\n\n\n\n\n\nC.5\n\nBOA-0004-2026: 5410 Thayer Drive\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWhereas\, Alan Rhett Fussell and Joseph S. SUMMARY:Midtown Citizen Advisory Council Meeting featuring At-Large Candidates
DESCRIPTION:I have a few updates for you since our last meeting in January.\n\nFirst\, early voting has begun for the upcoming primary. As many of you know\, the only Council seats that will be on the ballot will be the At-Large and District C candidates since there are more than two people running for each seat. With that in mind\, I think it is important to know the candidates so that you can make an informed choice when voting. Our February meeting will focus on the At-Large Candidates with an in-person discussion with all six candidates that are running for that position. This will be an excellent opportunity for a community discussion on City and local priorities\, centering on affordability\, transportation\, and density. The agenda is appended for your convenience.\nPlease do not miss this opportunity to have an open discussion with the candidates. Try to attend in person\, although the meeting will follow our hybrid model of both in-person and virtual participation using Zoom.\nThe Zoom link for the meeting is as follows:\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nJoin our Cloud HD Video Meeting\nus02web.zoom.us\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nI am also providing another reminder about the feedback request for the planned Green Street Phase 1 treatment of Quail Hollow Drive\, starting with the cycle track application on one side of the street and parking on the other side of the street. I have appended an excellent detailed feedback response from Chuck Newcomer that provides a good example. Feel free to follow up with Chuck if you have an interest. Here is the link to the project page that includes more detail\, a timeline\, and some summary information from the community engagement from last summer. The feedback request will stay open until February 27. Please note that you have to click on “continue” at the bottom of the information page\, then click on “Feedback” to get to the comment space. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nQuail Hollow Drive Green Street Phase 1 – Advanced Design Review – PublicInput\nengage.raleighnc.gov\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nLast item for now but of high priority. To further that effort\, we are looking for someone that can assist us with creating a web page that will be used for information and possible fund raising efforts\, if there is sufficient interest in an organized response. The bridge also serves as the means of access to nine homes in the adjacent residential subdivision. The city identified the need to replace this bridge as a result of a 2018 inspection report by NCDOT.\n.\nOn October 1\, 2024\, City Council authorized staff to execute a NCDOT Bridge Formula Program (BFP) grant in the amount of $2\,250\,000 to provide 100% federal share funding through this program to replace the existing Cheswick Drive bridge. A municipal agreement for the Cheswick Drive bridge replacement project was executed on January 27\, 2025 with NCDOT in the amount of $2\,250\,000.\n.\nOn April 11\, 2025 staff received proposals from twelve firms for the Cheswick Drive Bridge Replacement project. After review of proposals\, the Engineering Services Department propose the selection of RK&K pending concurrence and approval of the scope and fee\, currently undergoing an extensive review by NC DOT.\n\n\n\n\n\n\n\n—\n\n\nRecommended Action: Approve the selection of RK&K and authorize the City Manager to execute a contract with RK&K in the amount not to exceed $558\,616 pending concurrence of the NCDOT.\n\n\n\n\n\n\n\n\n\nD.3.b\n\nProfessional Services – Lake Wheeler Road – STV Incorporated – Contract Amendment No 6\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nSylvester Percival\, Engineering Services\n.\nThe Lake Wheeler Road Improvements Project consists of widening the existing roadway to a 2-lane divided road with a median\, curb and gutter\, roundabouts\, multi-use path and sidewalk. It aims to increase connectivity for all users and a custom streetscape to Dorothea Dix Park. The project extends from the intersection with Maywood Drive to Dorothea Drive. The 2022 Parks Bond is the source for approximately $20.8 million to cover the cost to deliver the project.\n.\nStaff is requesting a $707\,190 contract amendment with STV\, Incorporated. The additionalfunding will facilitate roadway design modifications necessitated by railroad safety requirements\, ongoing coordination with Phase 2 of the Weld Development and collaborative efforts with City Stormwater staff relating to existing flooding downstream from the project. The amendment covers adjustments to roadway alignments\, hydraulic design\, railroad signal preemption design\, traffic control\, signing and utility coordination. Funds are available in the project account to accommodate the amendment.\n.\n\n\n\n\n\n\n\n—\n\n\nRecommended Action: Authorize the City Manager to execute the contract amendment with STV Incorporated in the amount of $707\,190.\n\n\n\n\n\n\n\n\n\nD.3.c\n\nContract Services – Automated Pavement Data Collection – International Cybernetics Company\, LP d/b/a IMS Infrastructure Management Services\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nBenjamin Griffin\, Transportation \nA Request for Qualifications was advertised September 16\, 2025 to secure professional services for Automated Pavement Data Collection to meet the City’s goal for bi-annual pavement condition survey. The Department of Transportation began automated pavement data collection in 2019 with the establishment of the American Society for Testing and Materials (ASTM) E3303 standard. This program collects condition data in an objective manner\, including crack density\, ride quality and rutting. This objective data is used to drive quantitative decision making for treatments on the City’s 1\,157 miles of streets. This contract approval will function as a continuation of that program until FY2031. \nOn October 17\, 2025\, six (6) statements of qualification were received. All statements of qualification were evaluated by staff\, and the evaluation committee recommends award of a contract to International Cybernetics Company\, LP d/b/a IMS Infrastructure Management Services. \nTerms of the contract include a three-year term with two optional one-year renewals. \n\n\n\n\n\n\n\n—\n\n\nRecommended Action: Authorize the City Manager to execute a contract with International Cybernetics Company\, LP d/b/a IMS Infrastructure Management Services in the amount not to exceed $1\,420\,000.\n\n\n\n\n\n\n\n\n\nD.3.d\n\nContract Services –Master Service Agreement – On-Call Electrical Support Services – Various Vendors\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nScott Smart\, Raleigh Water \nStaff recommends multiple master service agreements (MSAs) for on-call electrical support services. Following a request for proposal issued on October 31\, 2025\, two proposals were received for on-call electrical support services for water and wastewater treatment plants\, pump stations\, and lift stations. These responses were evaluated\, and the committee recommends the selection of the contractors listed below to provide these on-call and emergency services: \n– Neikens Electrical Contracting\, LLC: Not to exceed $750\,000\n– White Electrical Construction Company: Not to exceed $2\,350\,000 \nStaff will utilize contractors strategically to procure services for specific projects that cannot be efficiently managed by our internal staff. These contracts will function as on-call master service agreements and will not encumber any funds initially. The projects will be funded through operational funds and planned Capital Improvement Project funds. Additional details are available with the agenda materials. \n\n\n\n\n\n\n\n—\n\n\nRecommended Action: Authorize the City Manager to execute the on-call master service agreements in the amounts indicated.\n\n\n\n\n\n\n\n\n\nD.3.e\n\nContract Services – Moving Services – New City Hall – 35° North\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWillistine Hedgepeth\, Engineering Services \nA Request for Proposals (RFP) was advertised September 25\, 2025 to solicit qualified firms to provide moving services to transition City staff from five facilities\, three City-owned and two leased\, into the new 17-story City Hall. The scope of services included move planning\, coordination\, physical move execution\, and asset removal for disposition. \nThe initial solicitation closed October 22\, 2025\, with four proposals received. During the evaluation process\, the review committee identified significant inconsistencies in pricing\, interpretations of the scope of services to be provided\, and incomplete RFP responses. After consultation with the City Attorney’s Office\, the committee determined that ambiguities in the original RFP language warranted rejection of all proposals. \nA revised RFP\, incorporating clear scope definitions\, deliverables\, and pricing requirements was re-advertised December 16\, 2025. Eight proposals were received and evaluated by a multi-departmental staff review panel. Based on the evaluation results\, the selection committee recommends awarding the contract to 35° North. A budget amendment is necessary to appropriate capital reserves to provide adequate funding for the services contract. \n\n\n\n\n\n\n\n—\n\n\nRecommended Action: Authorize the City Manager to execute a contract for moving services with 35° North in the amount not to exceed $620\,724; authorize a budget amendment in the amount of $250\,000. Accounting details are included with the agenda materials.\n\n\n\n\n\n\n\n\n\n\n\nD.4\n\nCONSENT AGENDA – ENCROACHMENT REQUESTS\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nD.4.a\n\nEncroachment – 101 Enterprise Street – Landscaping and Irrigation\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nDaniel King\, Transportation\n.\nFrom time to time the City receives requests from private property owners\, firms\, or corporations to encroach upon publicly maintained right-of-way for special construction\, utility conveyances\, monitoring wells\, etc. Staff reviews these requests and upon satisfactorily meeting administrative and regulatory requirements\, submits major encroachments to the City Council for authorization and approval.\n.\nThe property owner at 101 Enterprise Street wishes to install landscaping and associated drip irrigation system in the right-of-way of Enterprise Street and Clark Avenue. These proposed encroachments have been identified as part of SPR-0340-2025. Staff has reviewed this request and has no concerns with the instillation of the proposed encroachment in the public right-of-way.\n\n\n\n\n\n\n\n—\n\nRecommended Action:  Authorize the encroachment subject to completion of a liability agreement and documentation of proof of insurance by the applicant.\n\n\n\n\n\n\n\n\n\n\nD.5\n\nCONSENT AGENDA – BUDGET AMENDMENTS AND TRANSFERS\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nD.5.a\n\nBudget Amendment – District Station Relocation – Police\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nDawn Myers\, Police \nProvided for in the lease agreement of the new Downtown District station\, located at 111 W. Hargett Street\, the property owner has agreed to provide an allowance of $156\,140 to be applied toward the tenant’s actual\, out-of-pocket costs for moving\, data cabling\, signage\, and furniture\, fixtures\, and equipment. \nThe property owner will reimburse these costs upon receipt of required proofs of purchase and payment. A budget transfer/amendment is necessary in the amount of $156\,140 to appropriate these funds. \n\n\n\n\n\n\n\n—\n\n\nRecommended Action: Authorize a budget amendment in the amount of $156\,140.\n\n\n\n\n\n\n\n\n\nD.5.b\n\nBudget Amendment – Appropriation of Insurance Proceeds – Raleigh Convention Center Fire Recovery\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nKerry Painter\, Raleigh Convention and Performing Arts Complex \nThe City has received an advance on repair and restoration in the amount of $1\,000\,000 from Zurich Insurance Group for ongoing recovery work at the Raleigh Convention Center. A budget amendment is required to appropriate the funds. This is the second advance received\, in January Council took action to appropriate $2\,000\,000 in insurance proceeds associated with the December 2025 fire event. \n\n\n\n\n\n\n\n—\n\n\nRecommended Action: Authorize a budget amendment in the amount of $1\,000\,000 for appropriation of insurance advance funds.\n\n\n\n\n\n\n\n\n\n\n\nD.6\n\nCONSENT AGENDA – BIDS\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nD.6.a\n\nBid Award – Lake Johnson Pool Bathhouse Renovations– Central Builders\, Inc. of Mebane\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nJames Walters\, Engineering Services \nSix Proposals were received on January 8\, 2026\, for the Lake Johnson Pool Bathhouse Renovation project. The project includes selective demolition and construction to renovate the Lake Johnson Pool bathhouse\, encompassing general construction\, life safety\, plumbing\, and electrical\, as well as limited site and mechanical work. \n\n\n\n\n\n\n\n—\n\n\nRecommended Action: Award the bid to Central Builders\, Inc. of Mebane in the amount not to exceed $846\,336 and authorize the City Manager to execute the contract.\n\n\n\n\n\n\n\n\n\n\n\nD.7\n\nCONSENT AGENDA – TRAFFIC\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nD.7.a\n\nAll-way Stops\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWilliam Shumaker\, Transportation\n.\nThe Neighborhood Traffic Management Program (NTMP) was established with a goal of increasing the safety and vibrancy along neighborhood streets. The three components used by the NTMP are speed limit reductions\, all-way stop conversions\, and traffic calming projects.\n.\nOne of the components\, all-way stop evaluations\, are conducted by requests. When warranted\, conversion to all-way stop can improve the operation of an intersection and increases safety by reducing conflicts.\n.\nStaff received a citizen request for an all-way stop evaluation at the intersections of Coleman Street at Postell Street & Watauga Street at Virginia Avenue. An engineering evaluation was conducted to determine if an all-way stop was warranted. The intersection recommended meets and/or exceeds the criteria specified in Section 4 of the NTMP policy adopted by the Raleigh City Council. All-way stops do not further restrict on-street parking. An existing ordinance already restricts parking by 25 feet for all intersection approaches. All residents directly abutting these intersections have been notified. Upon approval\, the Traffic Schedule should be amended effective seven days after Council action.\n\n\n\n\n\n\n\n—\n\nRecommended Action:  Authorize the appropriate changes in the Traffic Schedule included with the agenda materials effective seven days after Council action.\n\n\n\n\n\n\n\n\nD.7.b\n\nNeighborhood Speed Limit Reductions\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWilliam Shumaker\, Transportation \nThe Neighborhood Traffic Management Program (NTMP) was established with a goal of increasing the safety and vibrancy of Raleigh’s neighborhood streets. Speed limit reductions resident requested and are the first step in the broader traffic calming process and are usually effective enough that no further action is needed. \nStaff engages all properties abutting the street in the speed limit reduction process and solicits input from those residents through mailers. Resident support is represented below by showing the total number of ballots sent to the abutting properties and the number of “no” responses received per street: \n– Dana Drive/Fort Sumter Road – 8 ballots sent with 0 no votes \n– Pecan Road – 37 ballots sent with 0 no votes \nEngineering evaluations were conducted\, and staff recommends that the speed limits be reduced. \n\n\n\n\n\n\n\n—\n\nRecommended Action:  Authorize the appropriate changes in the traffic Schedule included with the agenda materials effective seven days after Council action.\n\n\n\n\n\n\n\n\nD.7.c\n\nNo Stopping No Standing Zone – Hilburn Drive\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nTony Howard\, Transportation\n.\nStaff recommends establishing a No Stopping No Standing Zone along sections of Hilburn Drive between Thornhill Pines Road and Pike Road to address ongoing safety and operational issues related to school pickup and drop-off at Hilburn Drive Academy. Despite recent pavement marking changes\, parents continue to block travel lanes\, stop within hashed areas\, and create unsafe conditions. Existing No Parking regulations allow loading and unloading\, limiting effective enforcement. The proposed restriction would prohibit all stopping\, standing\, and parking\, enabling clearer enforcement and improving safety and traffic flow.\n.\nAll affected property owners were notified\, and one concern was received from the sole fronting property owner at 7601 Hilburn Drive. Staff conducted onsite meetings and explored alternatives\, but no mutually agreeable solution was reached. Given the limited response and persistent safety issues\, staff recommends proceeding with the original proposal.\n\n\n\n\n\n\n\n—\n\nRecommended Action:  Authorize the changes in the Traffic Schedule included with the agenda materials.\n\n\n\n\n\n\n\n\nD.7.d\n\nNo Parking Zones – Line of Sight – South Saunders Street\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nTony Howard\, Transportation\n.\nIt is recommended that No Parking zones be established along the west side of South Saunders Street at Grissom Street to improve sight distance and intersection safety. A sight-line evaluation confirmed that parked vehicles obstruct drivers’ ability to see oncoming traffic when exiting Grissom Street. During the review\, staff also identified unenforceable fifteen (15)-minute parking signage along the 1200 block of South Saunders Street and\, in coordination with the adjacent property owner\, recommended replacing it with a codified thirty (30)-minute time limit to support short-term customer parking. No objections were received from notified property owners. The proposed changes will convert two (2) unregulated spaces to 30-minute time-limited parking and remove approximately seven (7) unregulated spaces\, resulting in improved safety for motorists and pedestrians.\n\n\n\n\n\n\n\n—\n\nRecommended Action:  Authorize the changes in the Traffic Schedule included with the agenda materials\n\n\n\n\n\n\n\n\nD.7.e\n\nNo Parking Tow Away Zone – Old Trawick Way\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nTony Howard\, Transportation\n.\nDue to ongoing public safety\, emergency access\, and operational concerns associated with overnight parking and the relocation of derelict vehicles from Brewton Place to Old Trawick Way\, staff recommend establishing a No Parking 7:00 p.m. to 7:00 a.m. Tow-Away restriction on both sides of Old Trawick Way. This measure is intended to preserve nighttime emergency access while maintaining daytime parking availability for adjacent businesses. Affected property owners were notified and no objections were received. The proposed restriction would affect twenty-four (24) parking spaces during overnight hours only.\n\n\n\n\n\n\n\n—\n\nRecommended Action:  Authorize the changes in the Traffic Schedule included with the agenda materials.\n\n\n\n\n\n\n\n\nD.7.f\n\nADA Parking Space – 300 Blake Street\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nTony Howard\, Transportation \nFollowing a citizen request regarding limited accessibility between the City Market Parking Lot and nearby businesses\, staff evaluated the City Market area and identified a feasible location for a designated ADA parking space along the east side of the 300 block of Blake Street near Wolfe Street. Due to historic streetscape constraints\, few locations met accessibility standards; however\, the recommended space provides compliant sidewalk widths\, slopes\, and direct access to an accessible pedestrian route without significant modifications. \nAffected property owners were notified\, and the requesting citizen expressed support for the proposal. Staff recommend converting one existing. two-hour unmetered parking space to ADA accessible parking to improve equitable access to the corridor. Upon approval\, the Traffic Schedule would be amended effective seven days after Council action. \n\n\n\n\n\n\n\n—\n\nRecommended Action:  Authorize the changes in the Traffic Schedule included with the agenda materials.\n\n\n\n\n\n\n\n\n\n\n\n\nE.\n\nPUBLIC COMMENT\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nDuring the third Tuesday\, 1 p.m. City Council meetings\, public comment will be approximately one (1) hour.  Speakers will be capped at 50 with speaking times adjusted as follows: \n\n0-16 Speakers:      3 minutes each\n17-25 Speakers:    2 minutes each\n26-50 Speakers:    1 minute each\n\n\n\n\n\n\n\n\n\n\nE.1\n\nVoice Mail Public Comment\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nEffective with the September 20\, 2022 City Council regular meeting\, residents are able to phone in ahead of meetings and leave a single voicemail message\, up to three-minutes in length.  This option allows people who may not be able to or want to attend meetings in-person to participate.  Comments provided via the voicemail feature will be uploaded here approximately 30 minutes prior to the start of the City Council meeting. \n\n\n\n\n\n\n\n\n\n\n\nF.\n\nREPORT AND RECOMMENDATION OF THE PLANNING COMMISSION\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nThe agenda items in this category are the recommendations of the Planning Commission.  The Council may wish to consider these items in the same manner as items on the consent agenda.  If a Council Member requests discussion of an item\, the item will be removed from the commission report and considered separately.  The vote on the Planning Commission report will be a roll call vote. \nIncluded with the agenda materials are minutes from recent Planning Commission meeting(s)\, provided for Council use and reference regarding commission discussion and votes.  In accordance with a prior request from City Council\, listed below is a current forecast of upcoming scheduled public hearings: \nThe following items are scheduled for public hearing at City Council on March 4\, 2026: \n\nNo items currently scheduled.\n\nThe following items are scheduled for public hearing at City Council on March 17\, 2026: \n\nNo items currently scheduled.\n\n\n\n\n\n\n\n\n\n\nF.1\n\nNo Report.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nG.\n\nSPECIAL ITEMS\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nG.1\n\nExternal Text Change Request\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nJustin Rametta\, Planning and Development \nThis is a public – or external – request for a text change to the Unified Development Ordinance. The applicant\, Morningstar Law Group\, requests to modify the minimum school lot area standard of 500 square feet per enrolled pupil contained in UDO Section 6.3.1.D.2.b. \n\n\n\n\n\n\n\n—\n\nRecommended Action: The Council can authorize the text change\, refer the request to committee for further discussion\, or choose not to act upon the request.\n\n\n\n\n\n\n\n\nG.2\n\nBoards and Commissions Bylaws\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nSue Ellen Colón\, Community Engagement \nFollowing the recommendations of the Special Committee on Boards and Commissions\, City Council approved several recommendations to strengthen consistency and governance across advisory boards. Among these actions was the adoption of a standardized bylaws template developed by the Community Engagement department for use by all advisory boards. Accordingly\, each board is required to revise and resubmit its bylaws to align with the approved template. \nTo improve efficiency and streamline the review process\, staff established a method under which revised bylaws are reviewed and approved in grouped batches\, rather than through individual board presentations. The annual work plan for fiscal year 2025-2026 will be presented for approval. \nIn addition\, the commission presents a letter requesting that the City Council consider amending Section 4-3003 of the Raleigh Municipal Code\, which currently requires one member of the Human Relations Commission be under the age of twenty-one (21). A copy of the letter is included with the agenda materials. \n\n\n\n\n\n\n\n—\n\nRecommended Action: Receive the annual report as information. Following multiple complaints\, an inspection revealed extensive housing code violations\, including broken windows\, deteriorated exterior elements\, and unsanitary conditions throughout the dwelling as well as no operational HVAC. The kitchen and bathroom are in a state of disrepair and deemed unusable. Inspections were completed with an administrative warrant and due to the number of heirs involved with this property\, all correspondence were also publicly advertised. To date\, no repairs have been initiated\, and no permits have been requested. In response\, staff will recommend that Raleigh City Council adopt an Unfit for Human Habitation Ordinance\, which will authorize securing of the property.\n\n\n.\n\n\n\n\n700 Cooper Rd (C)\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n—\n\nRecommended Action:  Conduct the public hearing and adopt an ordinance prohibiting occupancy until repairs of unfit building\n\n\n\n\n\n\n\n\nJ.2\n\nUnfit for Human Habitation 90 Days Repair/Demolish\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nBryce Abernethy\, Housing and Community Development\, Code Enforcement Division\n.\nA hearing to adopt an ordinance authorizing the demolition of the unfit buildings as listed below and pursuant to the provisions of Section 11.6.8D of the City Code if the repairs necessary to render the dwellings fit for human habitation are not completed within ninety (90) days:\n.\nResponding to a complaint about animals getting into 3028 Olde Birch Dr\, staff completed an exterior inspection and identified several areas of concern and neglect on the exterior of the dwelling. After no response from the owner\, staff completed an interior housing inspection with assistance of an administrative warrant on June 6\, 2024. During our inspection\, additional evidence of neglect on the interior and water damage\, a result of a leaking roof and rotten exterior elements were identified. There has been no repair\, and the home continues to show increasing signs of neglect. The Unified Development Ordinance directs staff to request from Raleigh City Council the adoption of a 90 Day Repair or Demolish Ordinance. This will give the property owner 90 days to work towards completion of this project to avoid any demolition action.\n.\n\n\n\n\n\n\n\n—\n\nRecommended Action:  Conduct the public hearing and adopt an ordinance to authorize demolition of the unfit for human habitation dwelling if repairs are not completed within ninety (90) days.\n\n\n\n\n\n\n\n\nJ.3\n\nPublic Nuisance Abatement – Property Liens\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nBryce Abernethy\, Housing and Community Development\n.\nThe Housing and Community Development Code Enforcement Division is charged with enforcing the Health\, Sanitation\, and Public Nuisance Code.
