The applicant has submitted an amended application and conditions. Instead of seeking R-10-CU\, the applicant is requesting R-6-CU.\n.\nAt the June 23\, 2026 meeting\, the Commission deferred discussion of this item to allow the applicant to amend conditions.\n.\nChanges to previous conditions include prohibiting cemetery as a use\, adding in language regarding how site access is addressed\, reducing the limit on principal dwelling units based on site access and a condition regarding post-development stormwater discharge.\n.\nThis request was previously reviewed by the Planning Commission during the March 10 and April 14 meetings. The Planning Commission recommended denial (8-1) of the R-10-CU request.\n.\nThe deadline for Planning Commission action is August 22\, 2026.\n\n\n\n\n\n\n\n\n\n\n\nE.\n\nNew Business\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nE.1\n\nRezoning Z-50-25 2233 & 2321 Capital Boulevard\, West Side of Intersection with Hodges Street (District C)\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nHiram Marziano\, Planning and Development\n.\nThis request would allow for more diverse mixed-use development\, including residential options\, and increase the allowed height from 3-stores to 20-stories.\n.\nThe deadline for Planning Commission action is October 10\, 2026.\n\n\n\n\n\n\n\n\n\nE.2\n\nRezoning Z-56-25: 4020 Carya Drive\, located at the intersection of Carya Drive and Poole Road\, east of I-87 (District C)\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nMetra Sheshbaradaran\, Planning & Development\n.\nThis is a Wake County initiated request to permit the parking of fleet maintenance vehicles on the site. Proposed conditions prohibit certain uses and limit development intensities for residential\, office\, and industrial uses.\n.\nThe Planning Commission deadline for action is October 10\, 2026.\n\n\n\n\n\n\n\n\n\nE.3\n\nRezoning Z-07-26: Western Boulevard\, southwest of the intersection of Western Boulevard and Clanton Street (District D)\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nDemetrios Moutos\, Planning and Development\n.\n\nThis is a request to increase the maximum permitted building height from three stories to seven stories within the existing Neighborhood Mixed Use zoning at 3911 Western Boulevard.\n\n.\n\nThe deadline for Planning Commission action is October 10\, 2026.\n\n\n\n\n\n\n\n\n\n\nE.4\n\nRezoning Z-17-26: 5507\, 5511 Hillsborough Street & 0\, 5508 Western Boulevard\, located at the intersection of Hillsborough Street and Western Boulevard (District D)\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nMetra Sheshbaradaran\, Planning & Development\n.\nThis is a city-initiated request to facilitate the development of an affordable\, multi-family housing project. The request would rezone the site to a single zoning district and increase residential entitlement.\n.\nThe deadline for Planning Commission action is October 10\, 2026.\n\n\n\n\n\n\n\n\n\nE.5\n\nRezoning Z-19-26: Edwards Mill Road\, located at the intersection of Edwards Mill Road and Carriage Drive (District C)\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nMatt McGregor\, Planning and Development\n.\nThe request proposes amendments to the existing zoning conditions for the site. The revised conditions would limit residential development to a maximum of 25 dwelling units\, establish a minimum 15‑foot setback along the south and southwest property lines\, and a minimum 30‑foot setback along the northern property line. The conditions also require installation of a traffic signal at the Edwards Mill Road and Carriage Drive intersection if the property is subdivided. These issues arise due to a variety of reasons including recent text changes\, application of the code to unique situations\, and unclear/imprecise language. To ensure continuous improvement of the city’s land development regulations\, staff utilizes the omnibus text change program to bundle these corrections and improvements into a single ordinance. Items included in the omnibus are modest in their impact and address minor\, rather than major\, policy areas.\n\n\n\n\n\n\n\n\nB.2\n\nTC-6-26: Custom Signage Plan Amendments\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nThis is an external text change that proposes amendments to UDO Section 10.2.21.G\, which establishes additional limitations for Custom Signage Plans. The proposal would increase the maximum number of lines of copy allowed on certain ground and tract identification signs from 5 to 10 lines and increase the maximum sign area from 100 square feet to 300 square feet.\nThe proposed changes are intended to provide additional flexibility for identification and directional signage within developments that qualify for a Custom Signage Plan.\n\n\n\n\n\n\n\n\n\n\n\n\nC.\n\nApproval of Minutes\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nRequest approval of September 16\, 2026 Draft Text Change Committee Meeting Minutes \n\n\n\n\n\n\n\n\n\nD.\n\nAdjournment\n\n\n\n\n\n\n\n\nThe Text Change Committee is a subcommittee where changes to the zoning code\, known as the Unified Development Ordinance\, are discussed.
