The proposed amendments would modernize the Unified Development Ordinance (UDO) by incorporating subdivision provisions authorized under North Carolina law and creating a new minor subdivision review process.\n\n\n.\n\n\nOn August 19\, 2026\, the Planning Commission Text Change Committee discussed this item and reported it out with no recommendation.\n\n\n.\n\n\nThe draft ordinance proposes two primary changes:\n\n\n.\n\n\n\nIncorporate the State’s exempt subdivision provisions\, allowing certain small land divisions that meet specific criteria to be recorded without completing the City’s standard subdivision review process.\n\n.\n\n\nEstablish a minor subdivision process for qualifying subdivisions that would simplify review while continuing to require applicable public improvements when appropriate.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nE.\n\nNew Business\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nE.1\n\nRezoning Z-15-26: 7600 Falls of Neuse Road\, 1\,200 feet south of the intersection of Falls of Neuse and Strickland Roads (District A) \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nJacob Hunt\, Planning and Development\n.\nThis is a request to rezone 5.95 acres from Residential-4 to Office Mixed Use-3 Stories-Parking Limited-Conditional Use to increase permitted uses\, development\, and residential entitlement.\n.\nThe deadline for Planning Commission action is October 24\, 2026.\n\n\n\n\n\n\n\n\n\nE.2\n\nRezoning Z-22-26: Bragg Street & South East Street Assemblage\, located at the intersection of Bragg Street and South East Street (District C) \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nMetra Sheshbaradaran\, Planning & Development\n.\nThis is a request to rezone a 10-parcel assemblage totaling 0.93 acres.
