If the property meets the criteria for designation\, vote to recommend that City Council designate the property as a Raleigh Historic Landmark. \nE.2 \nRecombination – RCMP-0137-2026 (514 Method Road) \n  \nStaff Contact: Collette Kinane\, Senior Preservation Planner \n  \nThe Unified Development Ordinance gives RHDC the responsibility to review Non-Subdivision Final Plat and Recorded Instruments (also known as recombinations).  This is different from the review and recommendation authority for subdivisions. \n  \nCase RCMP-0137-2026 (514 Method Rd) is a recombination to formalize the existing boundary lines.  514 Method Road is a city-owned park that contains several Raleigh Historic Landmarks\, including the Berry O’Kelly School Campus and the Agricultural Building of the Berry O’Kelly School.  The request is a requirement of the site review process for the COA-approved construction proposed on the site. \n  \nRecommended Action: This item is review only\, no action will be taken by the Commission.  The Commission may choose to offer suggestions to the applicant. \nE.3 \nUnsafe Housing Case: 310 Cutler Street \n  \nStaff Contact: Collette Kinane\, Senior Preservation Planner \n  \nStaff were alerted to the status of 310 Cutler Street\, a non-contributing property in the Boylan Heights Historic Overlay District in an email from the Housing and Neighborhood department. A place can be historic for its history\, architecture\, or cultural significance. Places included on the list may be good Raleigh Historic Landmark candidates. The ‘Places Worthy of Preservation’ list is a planning and research tool. Properties on the list may or may not be within a local or National Register historic district. Inclusion on the list does not offer any protection from zoning action or demolition. Inclusion on the list does not guarantee or start the historic designation process. Places are only removed from the list if demolished or heavily altered. Owner-objection to historic designation does not result in removal from the list. \nCurrently\, the Committee adds places to the list as a result of Commission-initiated research. This research is typically accomplished through historic or architectural surveys. Surveys are planning tools that help establish RHDC’s priorities and goals. Initiation of this request was authorized by City Council in response to the changes and owner consent has been obtained for all parcels included. \n  \nFive of the lots are located within the Oakwood Historic Overlay District (HOD-G) and the Oakwood National Register Historic District (NRHD). The property at 307 E Edenton St is a noncontributing surface parking lot. The submission of a landmark designation application is a requirement of the loan authorization. The nomination packet and review criteria are attached.  Staff will make a brief presentation. \n  \nThe State Capitol Holiday Inn was designed by Lundgren and Maurer of Austin\, Texas and completed in 1969. The nineteen-story building consists of a circular five-story base with lobby and parking garage\, circular thirteen-story guestroom tower\, and cantilevered top floor restaurant that provides panoramic views of the city. The State Capitol Holiday Inn remains an important physical representation of a Modernist hotel in downtown Raleigh. \n  \nRecommended Action: Determine if the State Capitol Holiday Inn meets the criteria for listing in the National Register of Historic Places as stated in Section 8 page 12 of the report and if so\, recommend that the property be submitted for listing in the Register. \n\n\n\n\n\n\n\n\n\n\n\n\nE.3\n\nDemolition By Neglect: 524 Euclid St\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nStaff Contact: Collette Kinane\, Senior Preservation Planner \n  \nStaff were alerted to the status of 524 Euclid Street\, a contributing property in the Oakwood Historic Overlay District in an informal meeting with representatives from the Housing and Neighborhood department.
